About this file

This is a Questions and Answers document (Amendment 0001 – Attachment 1) for Solicitation No. 140L4326Q0079, a furnace replacement project at Turn Point Lighthouse conducted by the BLM Spokane District in Washington. The document addresses ten clarifying questions from potential contractors regarding project execution and requirements.

Key project details include: the building is unoccupied, located on a non-ferry served island with daily barge and water taxi service available; no asbestos or lead is present; third-party inspections, permitting, partitioning, dust containment, and negative air machines are not required. Staffing flexibility is permitted, allowing one individual to serve as Superintendent, SSHO, and QC Manager simultaneously. The contract period of performance is 180 days from notice to proceed, with work commencement required within ten calendar days. The period can be extended post-award through bilateral modification if justified by material and equipment lead times. Purchases in Washington State are subject to state sales and use tax unless a specific exemption applies, as contractors are not considered federal agents for tax exemption purposes. A site visit sign-in sheet is not currently available but will be provided via amendment if one becomes available.
