NATIONAL HISTORIC OREGON TRAIL CENTER VIDEOS SOLICITATION NO. 140L4323Q00182
BLM VALE DISTRICT, BAKER CITY Page 4 of 57
PROJECT WORK STATEMENT (PWS)
1. Introduction and Overview
It is anticipated that this Project Work Statement (PWS) will be issued under one (1) firm-fixed-price contracts. The National Historic Oregon Trail Interpretive Center (NHOTIC) is requesting professional expertise and assistance in writing, casting, filming, directing, and producing new interpretive videos for four small theatre showings within the museum.
1.1 Background
The National Historic Oregon Trail Interpretive Center (NHOTIC) is Eastern Oregon’s premier Oregon Trail museum, operated by the Bureau of Land Management since 1992. NHOTIC serves as a landmark along the National Historic Oregon Trail System, in addition to the educational and interpretive center, showcasing the unique cultural and natural history of the region. The Center features exhibits focused on life of those that embarked on the Oregon Trail, discovery areas with interactive components, and trail access to preserved wagon ruts. The center includes a curation facility associated museum collections and for permitted archaeological collections.
Within the interpretive center there are four theaters. The main theatre, located in the entry of the museum, serves as an orientation and overview of the Oregon Trail. The main theatre is also a place for living history, musical performances, and educational programing. The other three theatres are nested within the exhibit halls and feature small, engaging vignettes to demonstrate the journey west to Oregon. The first film sets the stage for a family starting out on the Oregon Trail. The second film portrays a treacherous river crossing, and the third film interprets settlement at the close of the Oregon Trail and expansion within the Oregon Territory.
Currently there is no site orientation film for the center, instead the center plays a 1-hour documentary covering the whole of the Oregon Trail. We have found over time that the lack of site-specific orientation video does a disservice to our visitors in orienting them to the site. The current video is not linked to our site and provides no information specific to the Oregon Trail or Flagstaff Hill, where the center is located. There is no mention of why the center is here, or an oration to the site and grounds. In addition, the video is far too long for most visitors. The three vignettes are between 3 and 5 minutes in length and have been transferred from laserdisc to a digital format with considerable loss of resolution, transition from projectors to televisions in the gallery has further highlighted the poor quality of the transfer. The transfers contain artistic screens that match the theaters there are played in, this worked with the projector system, but is out of place with the transition to televisions. The length of the videos is too long which creates choke points as people wait to see the videos in their entirety, and it disrupts the flow of visitors through the galleries.
1.2 Scope of Work
NHOTIC is seeking a contractor to create a new site-specific orientation film of the center that is between 9 and 12 minutes in length and three vignettes between 90 and 150 seconds in length.
BLM VALE DISTRICT, BAKER CITY Page 5 of 57
The contractor shall produce a new site-specific orientation film between 9 and 12 minutes in length. The contactor shall be responsible for researching, drafting, and completing the script for the orientation film. The script will be produced in consultation with NHOTIC staff and final script shall be vetted and approved by the OR/WA public affairs office before filming starts.
The review, called the 1550 process, can take up to 90 days. The contactor shall be responsible for all aspects in producing the site film, including casting, sets, locations, directing, editing footage, and delivering the final film.
The contractor shall develop 3 vignettes with new footage and augment with limited, as necessary, old footage. The vignettes shall align with the current narrative on the Oregon Trail.
Videos should be innovative and engaging for the audience. The contactor shall be responsible for researching, drafting, and completing the script for the three vignette films and ensuring they fit with the broader exhibit narrative. The script will be produced in consultation with NHOTIC staff and final script shall be vetted and approved by the OR/WA public affairs office before filming starts. The review, called the 1550 process, can take up to 90 days.
Special considerations: Aerial Photography
Aircraft
Baker Airport – NHOTIC sits in the approach vectors for BKE the local airfield.
NHOTIC sits within designated Class E air space surrounding the airfield.
Use of aircraft for aerial photography requires compliance with all applicable FAA requirements for filming in controlled Class E Airspace.
Use of aircraft for aerial photography requires approval from the BLMs Aviation section.
Drones Use of Drones for aerial photography requires approval from the FAA.
Drone usage may require approval from the BLM aviation section or realty office.
The National Historic Oregon Trail Interpretive Center at 22267 OR Hwy 86 falls within the Class E air space of BKE. BKE Class E air space has variable height restrictions for drones based on proximity to the airport ranging from 0 to 400 feet. The restrictions can be found at https://udds-faa.opendata.arcgis.com
In order to fly a drone at the site vendor needs a FAA clearance number which they can get from the LAANCE permit system.
The LAANCE permit will list approved time and date. Drone operator is required to show LAANCE permit to Law Enforcement if requested.
NHOTIC falls under the Boise Flight Standards District Office, they can be contacted here: https://www.faa.gov/about/office_org/field_offices/fsdo/boi/contact/
Archival footage
NHOTIC possesses the original footage shot for the three short vignettes on 16 mm film, and Master Broadcast Videocassettes. This totals between 5 and 7 hours of footage. The contractor may use a limited amount of archival footage to augment the new footage filmed for the orientation video and site vignettes. The use of archival footage should not exceed 15% of the total length of the films to ensure that the new videos are not primarily recycled footage. This 15% is negotiable.
