About this file

This document contains questions and answers regarding a federal solicitation for new interpretive videos and site films. The National Historic Oregon Trail Interpretive Center (NHOTIC) in Baker City, Oregon is seeking a contractor to produce three new vignettes for exhibit halls, a site introduction film, and related project files and footage. The contractor will be responsible for scripts, filming, graphics, and final 508-compliant deliverables with subtitles. Products are intended for display on 80-inch televisions and a 16-foot screen. The budget is unavailable and travel costs should be included in fixed price quotes. The Bureau of Land Management is the contracting agency and no incumbent is involved. The period of performance is 16 months with reviews by the public affairs office potentially requiring edits.

PLEASE SEE THE ATTACHED NEW PROJECT WORK STATEMENT THAT INCORPORATES CHANGES BASED ON THESE QUESTIONS AND ANSWERS.

1. Are you working with an incumbent?

a. No. This is a brand-new requirement.

2. Do you have a budget range in mind?

a. Funding is available for this project and accounting information will be supplied to the awarding vendor on the final purchase order. NO OTHER BUDGETARY INFORMATION WILL BE DISCLOSED PRIOR TO AWARD

3. You mentioned casting, what is the extent of the "new footage" that you would like captured? Is it interviews, b-roll, scripted content, etc? This will inform the budget if we need to get other support like wardrobe and makeup, plus actors, etc.

a. The current 3 films have a cast of 2 to 6 people in period costume and period appropriate sets. The 3 vignettes would follow the same format to fit with the exhibits.

b. For both the vignettes and the site film the contractor is responsible for developing the script and/or story. This would inform if they need interviews, b-roll, etc.

c. We envision that the site introduction film will be a narrated orientation to the site set over footage of the site, trails, either from ground level or aerial, and may include historic photos of the site.

4. Do you have any new graphics in mind? This will inform the budget to bid out graphic design and animation elements.

a. There is no specific requirement for new graphics or animation, however we factored into our cost estimate that the contractor will likely create limited 2D or 3D maps and other animations/graphics for the site introduction video. The contractor may develop new animations if they deem it necessary or appropriate for the films.

5. Any specific camera requirements for the new footage?

a. There is no specific camera requirement. We would defer to the contractor on the use of current industry standards for filming and camera requirements.

6. The 16mm footage and tape that you have of the original footage - do you have a digital version of it, or will we need to budget in scanning as well?

a. There is no digital copy of the 16 mm footage.

7. Do you already have the archival footage in mind and in house, or will you want us to find archival footage and license it as part of the job?

a. When archival is stated, that is reference to existing 16 mm film stock found on site. There is no requirement of finding and licensing archival footage from other sources, this can be done by the contractor if they feel it is the best route for developing the films.

8. Do you have final specs for the deliverables, besides subtitles? Any resolution standards or accessibility requirements besides subtitles?

a. In our market research we anticipated 4K as the desired resolution, the three vignettes will be on 80-inch televisions and the introduction film is projected on a 16-foot screen. The films need to be 508-compliant with subtitles.

9. Is there a budget in mind?

a. See question number 2 above.

10. What are some examples of what you would want the interpretive film and the vignettes to look like?

a. We anticipate working with the contractor to redevelop the vignettes with the goal that something new is created that works with the narrative flow of the exhibit halls, we are open to working with the contractor to determine the best use of film to engage with the audiences in the small theaters based around the three topics listed above.

For the site introduction film, we would like a film that orientates the visitor to the site and tells the history of the site and its mission. We would like this in the site style of the National Park Service (NPS) site orientation films. Unfortunately, I do not have any specific examples. We would work with the contractor. We would plan on working with the contractor and providing input into the script they develop for the introduction video.

11. Is there a particular format (HD, 4K or 8K?) in which you would like this filmed?

a. Our market research indicated that 4K would be sufficient, we would defer to the industry standards. The three vignettes will be on 80-inch televisions and the introduction film is projected on a 16-foot screen. The different systems are in wide screen format.

12. Do anticipate using any of the three vignettes for social media or strictly for the interpretive center?

a. We only plan to use the videos at the Center.

13. Would NHOTIC like to have all project files and raw footage on a hard drive once the final videos are delivered?

a. Yes, we would like a digital copy of all project files, raw footage, and final videos.

14. For the proposal, are you strictly looking for a capabilities statement, past performance and price or can we include creative?

a. The solicitation requires only price and past performance. If a vendor submits additional information, it will not be used to evaluate the quote.

15. Is there a NTE budget for this contract?

a. See question number 2 above.

16. Will these videos require audio description for the visually impaired?

a. The films need to be 508-compliant with subtitles.

17. Would travel need to be billed back as actuals (w/receipts) or another way?

a. This is a firm fixed price contract. Travel costs should be incorporated into the quote.

18. Will the main film include reenactments? If so, what potential scenes might be filmed and what scale? i.e., anticipated number of reenactors, props, wagons, horses, etc.?

a. The main site film does not require reenactors. The contractor may determine to include reenactors if it fits with their narrative vision for the film.

19. Can you clarify the content of the three vignettes and how much should be new vs. archival content? On page 5 it states, “3 vignettes with existing footage and augment with limited, as necessary, new footage.” However, at the bottom of page 5 it states: "The contractor may use a limited amount of archival footage to augment the new footage filmed for the orientation video and site vignettes. The use of archival footage shall not exceed 15% of the total length of the films.”

a. This was an oversight on our end based on an early draft of the scope of work, where we had planned on reediting the existing films instead of contracting for new films. The existing footage for the three vignettes and the raw footage from their production will be made available to the contractor and some of that footage can be recut and used to augment the new footage. The goal of this contract is to film new vignettes and create a site film, we are open to reusing old footage but wish for the bulk of the new vignettes and site film to be newly filmed. We had written in 15% as a limit to ensure that the new site film and vignettes are not primarily recycled footage. 15% can be negotiable.

20. Can you provide more details regarding the scope of the new footage for the vignettes? Will they consist of new reenactments? What potential scenes and scale? i.e., number of reenactors, props, wagons, horses, etc.?

a. Vignette 1 is the wagon train leaving Independence, MO and starting along the trail. This could be refilmed as a reenactment or the topic explored in a different educational way, for example a film of people explaining what they packed, or what supplies they needed.

Vignette 2 is crossing the Snake River in a covered wagon. This could be refilmed as a reenactment or the topic explored in a different educational way, for example a film of people explaining the dangers of a river crossing or how to float a wagon.

Vignette 3 is about how people got their land claims. This is mainly images and landscapes. Could be recreated or the topic explored in a different educational way.

The goal for all three is that something new is created that works with the narrative flow of the exhibit halls. We are open to working with the contractor to determine the best use of film to engage with the audiences in the small theaters based around the three topics listed above.

21. Should our quote include aerial filming, or is it an option?

a. Aerial filming is an option, it will be up to the contractor as to whether it fits with the narrative scope of the films.

22. Do you anticipate any interviews with subject matter experts? If so, where are they located?

a. No interviews are needed unless the contractor believes it is in the best interest of the narrative.

23. What geographic region should we anticipate filming will occur? Only in the locale of the Flagstaff Hill center or across the breadth of the trail in Oregon? Should we anticipate filming at partner sites such as NPS sites or the Tamastslikt Cultural Institute?

a. We do not anticipate filming with partner sites for these films, filming would be limited to eastern Oregon and the area around Baker City and Flagstaff Hill.

24. For natural history filming, do you anticipate filming in one season or several seasons?

a. One season, preferably summer or spring would be sufficient for the site video.

25. Does the main film and vignettes require original music scores, or is stock music ok?

a. Stock music will be acceptable.

26. How many days on-site should we budget for the Stage One task 1, "Meet with staff and partner groups”?

a. I have not worked with a filming contractor before so I do not know how much time you will need for the visit based on what information you need to gather. Based on prior contracts for new museum exhibits the initial site visit usually takes 1 day sometimes two. So, I would anticipate 1 to 2 days.

27. Can you provide the QASP mentioned on page 7, section 2.2?

a. Yes, QASP will be posted to SAM.gov along with this admendment.

28. Which submittals will the OR/WA public affairs office be reviewing? Knowing the number of reviews will be helpful, since the contract is 16 months but each review by the public affairs office may take up to 3 months.

a. Public Affairs will need to Review Script and review final edited film and approve, they may request edits at both stages.

29. Other than the response requirements listed on page 55, should respondents submit key personnel resumes, video samples, proposed schedule, and other pertinent information?

a. The only requirement is a quote with price. Any other submittals are welcome but will not be used to evaluate the quotes.
