Questions & Answers

Contractor Questions (Q#) Posed During Site Visit on 01/24/2022 with Government
Responses (A#):
Q1: Post piping question that needed to be clarified: the materials list states “2 3/8” x 7 1ft Steel
Drill Stem Pipe Post 28-32 length.”
A1: This appears to be a typo and, in general, a 7ft Steel Drill Stem Pipe Post will cover what is required in the specs. Looking at the construction specs where pipe is used (i.e., four post corners, three post corners, etc.); the requirement is to have a post 2’ 6” (min) to 3’ 3” (max) below ground with 3’ 9” (min) to 4’ 6” (max) above ground. This would mean that the pipe needs to be a range between 6’ 3” (min) - 7’ 9” (max). As far as the other numbers in question
(28’-32’ sticks); standard length for drill pipe ranges from 27’ to 31’. So, for example, if one were to buy a 31’ drill stem pipe they would be able to cut four 7’ 9” sections. The number 1721 is the linear feet required to meet all the post needs for the project.
Q2: What is the general topography of the fencing project (hilly vs flat)?
A2: The project has a range of topography from flat to steep. Most areas can be accessed with a
UTV (Utility Terrain Vehicle); however, there are places that will require materials to be packed-in (specifically the gap fences on Map 4).
Q3: How much drilling is involved in this project?
A3: The amount of drilling needed for the project is uncertain and is largely determined by the conditions.
Q4: Will other maps products (specifically PDF Avenza) be provided if awarded?
A4: Additional maps (PDF Avenza) can be provided by the POC.
Q5: What do contractors do with the cleared vegetation (pile or scatter)?
A5: Scatter vegetation debris; do not pile.
Q6: Provided some example photos of project (below):

Q7: On the materials list, #0007, are you asking for 1721- 28'-32' sticks of pipe or 1721- 7' sticks of pipe or 1721- 7' 1" sticks of pipe?
BLM LAKEVIEW DISTRICT Page 5 of 6
A7: Per the construction specs where pipe is used (i.e., four post corners, three post corners, etc.), the requirement is to have a post 2’ 6” (min) to 3’ 3” (max) below ground with 3’ 9” (min) to 4’ 6” (max) above ground. This would mean that the pipe needs to be a range between 6’ 3”
(min) - 7’ 9” (max). As far as the 28’-32’ sticks, standard length for drill pipe ranges from 27’ to
31’. So for example if one were to buy a 31’ drill stem pipe they would be able to cut four 7’ 9” sections. The number 1,721 should be the linear feet required to meet all the post needs for the project.
Q8: What is the performance period of this contract?
A8: See clause 52.211-10 in Contract Clauses section.
Q9: No bid bond, correct?
A9: Yes, no bid bond (aka offer guarantee) required per Box 13b on the SF 1442.
Q10: On the specs, it says 23 gates with brace panels; are these brace panels accounted for already on the stress panels #0008 on the bid schedule or do I need to add these to my per gate costs?
A10: Please note the qualifying text below Table 2 of the specifications. From the maps, we expect with relatively high confidence that this number (40) is the number of needed stress panels for the entire project (gates and Hbraces included). However, this could end up being as high as 61 stress panels or as low as 38.
Q11: In reference to Item 7 on the Bid Schedule, does the quantity 1,721 refer to the number of posts or Linear feet of pipe cut into 7 ' posts? If it refers to # of posts, where were these figured into the project as that number is vastly larger than the needed quantities of brace structure needs?
A11: See answer to Q7, in which, 1,721 refers to the linear feet of pipe required to cut into 7’ posts.
Q12: The fence line is drawn out with an inline pipe post on the drawing sheets but this contradicts with the Specifications page which shows only using T posts as inline structures. Are we installing a pipe in the fence line at any certain ratio to T posts or does the fence line consist of only T posts?
A12: Driven steel posts shall be used for end-panel, corner-panel, brace panel, or gate-panels.
Stress panels/Hbraces should be constructed on crest of hills, and maximum of 1,320 feet center-to-center for barbed wire sections. In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence and gate locations unless
BLM LAKEVIEW DISTRICT Page 6 of 6 shown otherwise on the drawings, or existing fence structures are in place. T-posts are also used in the construction of the fences and stress panels should be space about every 1,320 feet.
Q13: When can the contractor provided materials be invoiced for, at delivery to site or upon installation?
A13: Either will suffice and can be pre-coordinated at the prework conference.
