Key specifications clarified include: pipe rail fencing using 1-3/4" OD black carbon steel pipe (gauge 13) without gates or walk-throughs; gravel pack material required; no performance or payment bonds required; small-business primes may submit past performance separately from identified subcontractors. No cost estimates or proprietary information will be provided by BLM.

Bassie Spring Improvement Project Issuing Office: BLM Nevada State Office

Location: Carson City District Office Solicitation Number: 140L3926Q0049

Questions and Answers:

1. Are the 2027 dates intentional? The performance work statement allows 60 days from notice to proceed and requires completion before October 30, 2027. When is the notice to proceed anticipated?

Answer: The notice to proceed would be issued no later than April 30~ after snow melts and should be completed before October 30, 2027. It is requested that the work be completed within 60 of notice to proceed.

2. The scope places the work in Churchill County, the RFQ summary lists Clark County. Could you confirm the correct county and applicable wage determination?

Answer: The project is only in Churchill County, NV. An updated wage determination is now attached to the solicitation.

3. The solicitation states that no formal site visit is scheduled but encourages offerors to inspect the project site. Is an individual pre-bid site inspection permitted? If so, please provide the procedure or point of contact for coordinating access to the Bassie Spring project location.

Answer: The site is an open space and can be visited. To access the site, refer to the maps on pages 6 and 7 of the performance work statement. The site can be accessed from Highway 50 up Edwards Creek Road up to Bassie Spring Road to the project area. Please note that the area is not staked. It is the responsibility of the contractor to inspect the site as this will be a firm fixed price contract.

4. Please confirm whether the existing access route to the project site is suitable for trucks/trailers transporting fencing materials, excavation equipment, the stock trough, and other construction materials, or whether there are known vehicle/equipment limitations that contractors should account for in their pricing.

Answer: The road is accessible with small to medium trails. The site is accessible with 4X4 trucks and trailers. A small excavator can be towed to the project area. A large excavator can be walked in.

5. Are there any available photographs, recent inspection information, or additional details regarding the existing spring diversion structure, existing trough/pipeline, spring flow, and anticipated excavation/rock conditions beyond the information contained in the PWS?

Answer: The spring is located on a moderately steep slope and is moderately rocky. Spring discharge is likely <1 gallon per minute, but it is perennially flowing. Please see pages 4 and 5 of the Q&A for photos.

6. The performance work statement states that the contractor furnishes all materials but also mentions transporting material from the Carson City District Office. Will any Government-furnished material be provided at the District Office, or is the contractor responsible for all materials?

Answer: Contractor is responsible for all materials. There are no materials to be picked up at the district office. That statement has been removed from the performance work statement.

7. Please confirm whether all permanent construction materials, other than the wildlife escape ramp identified in the PWS, are to be furnished by the contractor.

Answer: The contractor is responsible for all materials. Please disregard the wildlife escape ramp as it will be provided by and installed by BLM. The verbiage has been removed from page 2 of 9 of the performance work statement.

8. Is a Nevada State Contractors Board license required of the prime contractor or subcontractor for this work on BLM-administered land?

Answer: A valid contractor license is required to perform work but is not limited to the state of Nevada.

9. The PWS references a "Spring Box Attachment" (example spring development kit). Can you please attach the example of the spring development kit?

Answer: Please go to Spring Development Kit Water Collection System – COMPLETE – Steep in the Woods to view an example of the spring development kit. This is also listed on page 4 of 9 of the PWS.

10. The bid schedule lists a "sand/gravel pack," while the PWS specifies 2 cubic yards of pea gravel. Please confirm which material is required.

Answer: Gravel Pack is required and the bid schedule has been updated.

11. The caption reads "Example of pipe rail fence to be installed at Haypress and Dalton

Canyon." Please confirm that the fence specifications in the PWS apply to Bassie Spring.

Answer: The photo on page 8 of 9 of the performance work statement is an example of the fence requested. Please refer to Exhibit A for specifications.

12. The detail calls for 1-3/8" OD 13 ga rail joined with 1-1/4" OD couplers. The rails inside diameter is about 1.185", so the coupler will not fit inside it. Should the rail be 1-5/8" OD, or should a smaller coupler be used?

Answer: Exhibit A in the performance work statement was updated, rails to 1-3/4” OD.

13. Please confirm the required pipe diameter and wall thickness for posts and rails.

Answer: Exhibit A of the performance work statement was updated. Pipe is gauge 13.

14. No gate is shown, but the spring box will be inside the enclosure. Would BLM like a gate or walk-through included? If so, please advise on the preferred type and width.

Answer: BLM does not want any gates or walk through in the enclosure

15. The drawing specifies black pipe, but the example photo shows galvanized pipe. Please confirm which finish is required.

Answer: Black Carbon Steel Pipe not galvanized. Photo is simply an example of pipe rail fencing.

16. No corner detail is provided. At 90° corners, couplers set at the same height would interfere with each other. Would offsetting the coupler holes approximately 1-1/2" be acceptable?

Answer: Yes. Offsetting in acceptable.

17. Will BLM accept a quote for the enclosure fence (Item 00010) only, without the spring box, PVC pipeline, and trough items? Or does each quote need to cover all line items, in which case we would need to take part as a subcontractor to a prime contractor quoting the full project?

Answer: No. This contract will not be a split acquisition and we expect a subcontractor.

18. Block 12a of the form is marked that performance and payment bonds are not required, but the clause list includes 52.228-11 Pledge of Assets and 52.228-14 Irrevocable Letter of Credit, which apply when a bond or other security is required. Please confirm that no bond, pledge of assets or letter of credit are required for this project.

Answer: Clauses 52.228-11 and 52.228-14 have been removed from the solicitation packet and no performance or payment bonds are required for this project.

19. May a small-business prime offeror rely on the relevant project experience and past-performance references of its identified construction subcontractor when responding to the solicitation’s technical and past-performance evaluation requirements? If so, should those references be submitted separately from the prime offeror’s own experience?

Answer: A small-business prime may submit their past performance and the past performance of the subcontract separately. If the small business has no past performance, please request a neutral past performance rating.

20. The solicitation is identified as 140L3926Q0049, while certain internal documents and the bid schedule display 140L3926Q0040. Please confirm that 140L3926Q0049 is the correct solicitation number to use on all submitted documents and whether a corrected bid schedule will be issued.

Answer: The correct solicitation number is 140L3926Q0049 and has been corrected on the solicitation documentation.

21. Please share a cost estimate for a fence for a -acre property?

Answer: BLM is unable to share this information.
