About this file

This is an Amendment Questions Answered document for Solicitation 140L3926Q0026, providing clarifications on fire extinguisher maintenance and suppression system services.

The solicitation is unrestricted and requires contractors to provide annual inspection and servicing of fire extinguishers by type and size across multiple facilities, including the Silver State Hotshots Operations Center and Stead Air Tanker Base. Specific equipment includes a Kidde IND-21 Fire Suppression System requiring annual inspections and certification, and three 125-pound Purple K fire extinguishers at Stead Air Tanker Base. The Government provided a bid schedule as an estimate, noting that quantities may vary seasonally due to vehicle deployments during fire and field season. Hydrostatic testing is explicitly excluded from contract scope and will be completed through another instrument with extinguishers requiring such testing pulled from service. Any repairs to the suppression system will be addressed on a case-by-case basis. The attached bid schedule contains detailed facility-specific quantities and types of fire extinguishers requiring annual servicing.

Amendment Questions answered to Solicitation 140L3926Q0026

1. Is this set-aside blank, as the solicitation posting shows it as blank?

Unrestricted.

2. Can the Government confirm the current quantity of fire extinguishers by type and size at each facility, including any specialty extinguishers or suppression systems requiring annual servicing under this contract?

Please see the attached bid schedule. Also, the bid schedule is an estimate. Unfortunately at this time of the year several vehicles with fire extinguishers will not be here as it is fire and field season.

3. Appendix A references a Kidde IND-21 Fire Suppression System at the Silver State Hotshots Operations Center. Please clarify whether inspection and annual certification of this suppression system is included within the scope of this contract and, if so, what level of servicing is required.

This would be annual inspections and certification. Any repairs will be addressed on a case-by-case basis.

4. For extinguishers that require hydrostatic testing under NFPA 10, should contractors include those costs within the fixed-price service CLINs, or will hydrostatic testing and associated repairs/replacements be authorized and funded separately under the miscellaneous parts CLIN?

Hydrostatic testing is not part of this contract. Any fire extinguisher needing hydrostatic testing will be pulled out of service and any hydrostatic testing will be completed through another instrument.

Please note that at Stead Air Tanker Base there are 3 125 pounds Purple K fire extinguishers.
