About this file

This document is a Questions and Answers (Q&A) addendum for Solicitation 140L3925Q0035, a laundry trailer rental for the Burning Man event. The Bureau of Land Management Nevada Region is seeking a vendor to provide a laundry trailer at Black Rock Station, with specific requirements including water and power hookups, potential septic system connection for grey water, and a 6-hour repair response time. Key operational details include trailer placement on a gravel pad with ample parking, potable water availability, sufficient water pressure to support 6-8 washers, and a BLM representative available during delivery for site access and utility connection confirmation.

Critical vendor responsibilities include supplying propane for dryers and hot water heaters, managing trailer maintenance, and ensuring quick repair turnaround. The site offers 30- or 50-AMP power receptacles, with both hookups potentially accessible simultaneously. While basic housekeeping was previously handled by staff, the vendor should expect to maintain trailer cleanliness. No specific insurance minimums were mandated from a contracting perspective, but the vendor must be prepared to deliver, set up, and maintain the laundry trailer effectively during the Burning Man event.

Solicitation 140L3925Q0035 – Laundry Trailer Rental for Event Burning Man Amendment 0001 – Questions and Answers

1. Will Water be provided?

a. Yes, water is provided.

2. Will grey water generated from trailer be dumped into sewer on site: can we plumb directly into ground sewer?

a. They can plumb into the septic system if they bring the hoses. Otherwise, they will need a bladder for the grey water.

3. Who is performing housekeeping daily? This is a wipe down service and a de-clogging of dryer vents and making sure washing machines are wiped down etc.

a. There wasn't any additional housekeeping last year. Our staff kept it tidy.

4. Is potable water available on-site at the Black Rock Station?

a. Yes

5. The SOW states that power and utilities will be provided at Black Rock Station, and that hookups should be compatible with one or two RV sites (30- or 50-AMP receptacles). Will both hookups be accessible simultaneously if a vendor's trailer requires dual power feeds, or should we assume a single-source connection?

a. Yes, both will be available simultaneously if needed, but a single source is preferred.

6. Can you confirm whether the water pressure on-site is sufficient to support 6–8 washers running throughout the day?

a. Water pressure is sufficient to support 6-8 washers.

7. Will a BLM representative be available during delivery to assist with trailer setup, site access, and utility connection confirmation?

a. A BLM representative will be onsite for delivery

8. Are there any specific insurance minimums (e.g., general liability, auto, workers’ comp) required for subcontractors performing trailer delivery, setup, and maintenance?

a. Not from a contracting stand point.

9. Is the trailer site paved, gravel, or off-road? Are there any terrain-related considerations vendors should know when planning delivery/setup?

a. The trailer site is on a gravel pad. The facility where it will be parked has an asphalt driveway. The laundry trailer would be placed on an RV pad next to other travel trailers. There is ample room for parking and turning around in the facility.

10. Due to logistical constraints, would a 24 hour response time for repairs be allowable, or is the 6-hour response time is a hard requirement.

a. We are not flexible on this point.

11. Will a technician be on-site at the base who we can contact for troubleshooting the washer-dryers. Many issues can often be resolved via phone guidance.

a. We can get someone onsite that can help troubleshoot but won’t necessarily be a technician.

12. Will BLM be managing grey water disposal from the trailer, or will the vendor be responsible for coordinating and covering that service?

a. Grey water may be disposed of in the septic tank at the site. The contractor will need to bring their own pipe for connecting to the septic.

13. The SOW states that “power and utilities will be provided,” and we wanted to confirm whether propane replenishment is included under “utilities.” One of our potential vendors needs to know if they would be responsible for supplying propane, as their dryers and hot water heater are propane-fueled.

a. The contractor is responsible for supplying the propane.
