Statement of Work: Law enforcement vehicle equipment de-installation and installation / outfitting of new law enforcement vehicles.

Vehicle: Full-Sized SUVs, Full-Sized Pick-Ups and OHVs Govt. Plate(s): TBD VIN(s): TBD

This Statement of work is for establishing a Blanket Purchase Agreement (BPA) for the recurring need for vehicle up-fittings in The Bureau of Land Management Northern Nevada.

The BPA will cover up-fittings for full size SUV’s, Full Sized Pickup Trucks, and Off Highway Vehicles (OHV’s). Vendors shall fill out the corresponding Bid Schedule as well as provide quotes for the current vehicles due for this service. The pricing of these current vehicles will be used for the first BPA Call, in conjunction with the information on the Bid Schedule these prices will be used for evaluation as outlined in the solicitation.

Notes on equipment for installations:

The equipment needed for installation will be a combination of new and reused parts. Items that will be reused, but there may be an unforeseen possibility that some of these items will not work with the new vehicle or are found to be in disrepair once they are removed from the old vehicle.

Quotes are not required to reflect this possibility. The BLM will be responsible for the cost of a new part above and beyond the initial quote if any part is found to be unusable at the time of installation. However, the vendor will be required to notify the BLM of any unusable part, suggested replacement part, and obtain approval before purchase and installation.

For all new parts needed to complete the installation, the vendor must include manufacturer, model, and itemized price of equipment in the quote. All new parts must meet the below set standards or specific make or model as noted or be equivalent. The BLM has the right to disqualify any part that is deemed not comparable or found to be unsatisfactory.

Vehicle start to completion times are estimated to not take more than 3 weeks per vehicle.

Outfitter will allow for BLM input on equipment location preference during installation.

I. STRIP EXISTING VEHICLE(s) OF LAW ENFORCEMENT EQUIPMENT:

1. Plug roof and body holes/ Remove Decals & Glue

2. Ensure all OEM equipment and lighting are functioning

3. Strip all law enforcement (non-OEM) parts from truck.

4. Retain all useful parts for install into new vehicle

5. All parts not re-used will be returned to BLM

II. OUTFIT OF NEW PATROL VEHICLE:

1. Upfit new vehicles with equipment specified on specific Statements of Work

2. Consultation with CCDO LE for any unforeseen equipment issues

III. REPAIR OF INSTALLED EQUIPMENT:

1. Make repairs to installed equipment that malfunctions or is damaged

a. Malfunctions caused by improper installation will be covered by vendor

b. Malfunctions caused by 3rd party equipment failure will be covered by the BLM

c. Damaged caused by field use will be covered by the BLM
