Questions and Answers: Solicitation: 140L3923R0024 GAOA WATER CANYON TRAIL BRIDGE REPLACEMENT

“Does the solicitation require any design work?”

“The solicitation in nature is primarily a construction project. It is not primarily a design or a design-build project.”

1- The major suppliers of trail bridges are taking about 3-4 months after shop drawings are approved. This will takes it well past the governments current deadline. Can work be completed in the winter or will the project be extended to next spring/summer?

Construction must take place in the fall or winter time per NEPA. Water Canyon may be inaccessible due to winter snowfall. "The Government understands that the bridge manufacturing process may take longer than the time frame allotted, in this case the contractor should provide their best achievable period of performance date. The Governments preference would be for this fall/ winter season, but dates that go past the originally estimated period of performance will still be considered."

2-Can the contractor supply a precast abutment?

“The contractor will be responsible for submitting their proposal to the COR for approval.

Construction methods are the responsibility of the contractor. The abutments must meet design criteria provided in the design documents. Precast abutments that meet the design criteria would be acceptable.”

3- Is there crane access available at both sites?

“It is up to the contractor to determine the suitability of the two sites for crane access.

It is thought that crane access on the north side of the creek should be obtainable.

Trees greater than 6" diameter should be protected.”

“I was reviewing all the documents for said project in subject line. In the SOW I did not see any Hydro excavation of potholing needed. Can you confirm?”

“The main general contractor will be responsible for determining if utilities are present and the means and methods they will use to verify that. For clarification, this contract is not primarily a hydrovac excavation contract.”

“Is the fabrication and erection of the pre-manufactured steel pedestrian bridges to comply with FP-14 Section 555 Steel Structures including the requirement for an AISC Certified Steel Erector (555.18 Erection)?”

“The erection certifications for 555.18 may be waived.

The FP-14 specifications are for the site work and fabrication of the bridge. The welding certification must be maintained.”

“Construction Period” In fall or winter per NEPA.

“Crane Accessibility” “Contractor to make own assessment of the site.”

”Are these like a 1000 feet up a canyon or pretty remote inside the canyon” “Each of the bridge locations are within approximately 100 yards of the main access road. The contractor will be responsible for evaluating access.”
