About this file
This is a Post Site Visit Questions and Answers document for a federal landscape services contract solicitation issued by the Bureau of Land Management (BLM), Fire and Aviation division in Boise, Idaho. The solicitation number is 140L3726Q0077 for NIFC Landscape Service, with a performance start date of July 1, 2026.
The contract is a new requirement with an estimated order of magnitude of $200,000 to $400,000 for the base period plus all three option years. Services include landscape maintenance across multiple terrain types including turf grass, tall fescue, xeriscape/rock/bark beds, and native bedding areas, with specific maintenance requirements detailed in Part 19 of the solicitation's attachment. Irrigation system maintenance is required, including inspection, adjustment, and repair of sprinkler heads and nozzles (limited to 20 replacements per year), with more complex repairs such as valve, wiring, and controller work to be performed by NIFC personnel or as optional services outside the contract scope. Leaf raking, vacuuming, and hauling are required with frequency specified in Item 8 of the Schedule of Items. Line Item 15 regarding dead plant and shrub replacement has been removed and will be available as an optional service separate from the contract. Chemical applications must comply with FAR clauses 52.223-2 and 52.223-23 regarding biobased and sustainable products. Contractors may utilize subcontractor-owned equipment with formal teaming or lease agreements. No post-award submittals are required, but contractors must maintain required documentation for periodic COR review and submit contractor personnel lists prior to the start date. Site access does not require HSPD-12 clearance for landscaping personnel, though access is restricted to building 415-MNT. Relevant amendment sketches provide detailed area boundaries and irrigation system information.
