About this file
This document is an amendment file (Amendments 0001 and 0002) for Solicitation No. 140L3725Q0090, providing clarifications and answers to contractor questions for a Pinyon Jay survey project. Key details include confirmation that Survey123 and FieldMaps will be used for data collection, shapefiles of survey areas will be provided, and surveys can be conducted with flexibility regarding the 7-10 day interval between survey visits if impacted by inclement weather. The amendments address technical specifications such as survey plot requirements, with the understanding that once Pinyon Jay breeding behavior or nests are observed, subsequent visits are not mandatory.
The amendments complement the broader solicitation for the Bureau of Land Management's White River Field Office, which seeks contractors to conduct Pinyon Jay surveys across 4,022.3 acres in 8 project areas in Rio Blanco County, Colorado. The contract is a Total Small Business set-aside under NAICS code 541620, with surveys to be conducted between February 15 and May 15, 2026. Contractors must use GPS tracking and observation data collection methods, submit comprehensive reports by June 30, 2026, and will be evaluated using the Lowest Price Technically Acceptable method. Payment is structured with 30% for fieldwork reports, 35% for fieldwork data, and 35% for the final comprehensive report, with quotes due by July 24, 2025.

Amendment 0001 Solicitation No. 140L3725Q0090 WRFO
1. Can shapefiles of the survey areas be provided prior to proposal submission?
Answer: Shapefiles are included as part of an attachment under Amendment 0001
1. Will Survey123 and/or FieldMaps be an option for data collection or will paper datasheets need to be used?
Answer: Yes, Survey123/Field Maps will need to be used. We will work with our state GIS team to create a map available for contractors to use.
1. Following protocol, can survey plots that have PIJA previously detected after the first 1 or 2 survey visits be skipped on the third survey visit, or do all plots need to be surveyed three times during the survey period?”
Answer: Once PIJA breeding behavior/nests are observed and reported to the wildlife biologist, subsequent visits are not required.
Amendment 0002 Solicitation No. 140L3725Q0090 WRFO
1. In section A.1.4 of the solicitation (Description of Work), it states that “…each project will need to be surveyed 3 times with 7-10 days in between survey days.” However, the Arizona Project-Level Protocol states “…there should be at least five days between successive survey visits to a polygon.” Will the 7–10 day interval between surveys be a firm guideline, or will there be any leeway in case inclement weather or other factors get in the way?
Answer: If inclement weather is an issue, deviation from the 7-10 day period between surveys can be provided for on a case by case basis.
1. Will the BLM provide shapefiles of the treatment polygons to help offerors prepare their bids?
Answer: Shapefiles will be provided.
1. On some of the treatment area maps (Barnes Ridge, Carter CRMP), there aren’t any highways or county roads showing up. Does the BLM anticipate any issues accessing the treatment polygons via secondary roads early in the season?
Answer: Road conditions are anticipated to be variable throughout the spring season and BLM will do our best to facilitate sharing road condition information. While there is variation year to year, typically road conditions are most unpredictable mid-March through early April during Spring melt.
1. There is no mention of including maps in the survey reports. Does the BLM want to see maps in those reports, or just the summary findings and submittal of shapefiles (survey tracks, PIJA observations, nests)?
Answer: Summary findings and shapefiles are required, maps are not; however, they may be helpful in explaining summary findings.
