About this file
This is Amendment 0001 to Solicitation 140L3625R0013 for the Devil's Elbow Chipseal project issued by the Bureau of Land Management (BLM) Montana State Office in Billings, Montana. The amendment extends the offer submission deadline to August 18, 2025, at 1:00 PM MDT and provides site visit attendance records from a July 22, 2025 prebid conference along with questions and answers from interested offerors. The contract period of performance runs from August 28, 2025, to October 30, 2026, and the contracting officer is Jorge Alvarez.
The project involves chip seal work at Devil's Elbow Recreation Site with key requirements including epoxy traffic paint with glass beads meeting specification 718.11 and 718.14 standards, asphalt patching with prime coat application, crack sealing with prior weed spraying by BLM, and traffic control managed by the contractor. Two companies attended the site visit: Montana Materials and Hardrives Asphalt. Notable project details include BLM allowing chip materials to be piled at Camp Site #35, BLM removing a 4'x4' concrete pad at Clarks Bay Recreation Site before patching, and the contractor being permitted to remove concrete parking stops for patching work with prior coordination with the contracting officer and contracting officer's representative.
