About this file
This is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) for the Billings Fire Campus Outdoor Gym Equipment project, Solicitation No. 140L3625Q0089. The amendment extends the solicitation deadline to September 8, 2025, at 1 PM MDT and provides a comprehensive set of questions and answers clarifying equipment specifications. Key details include requirements for three outdoor squat racks, a storage shed, adjustable benches, and various fitness equipment to be installed on a new concrete pad at the Billings Fire Campus site.
The questions and answers address specific technical requirements, such as acceptable steel gauges, finish options, storage solutions, and equipment warranties. Vendors received clarification on multiple aspects, including steel structure specifications, galvanization and powder coating alternatives, storage shed features, rack heights, and equipment anchoring. The government confirmed flexibility on several equipment details, such as accepting 7-gauge steel instead of 11-gauge, hot-dip galvanized steel with black powder coating, and vinyl-covered medicine balls, while maintaining core functional requirements for an outdoor fitness installation.

1. Extends the solicitation to 8 September 2025, 1PM MDT.
2. The Government is providing the Questions received from interested offerors and the associated Answers provided by the Government.
Acknowledgement - Sign the SF30, Section 15A - 15C, to acknowledge this amendment.
New Questions and Answers
Q1. The SOW specifies minimum 3x3 11-gauge steel. Would the government accept structures made of 3x3 7-gauge steel, which exceeds strength and durability requirements? Yes
Q2. The SOW requires a “high-quality matte black finish with rust protection.” Would hot-dip galvanized steel with black powder coating for superior weatherproofing be considered an acceptable or preferred alternative? Yes
Q3. The SOW calls for a “locking outdoor shed.” Would the government accept a patented freestanding storage shed with integrated lockable compartments that also anchors training rigs? Yes
Q4. Would the government accept a shed with integrated, purpose-built barbell hangers, universal shelving, hex bar/bench storage, and plate storage designed for outdoor use? Yes
Q5. The SOW mentions “interior lights.” If storage and equipment are fully secured and weatherproofed, would the government allow flexibility on interior lighting requirements? Yes
Q6. The SOW requires a squat rack with a pull-up bar. Would the government accept a multi-rig system that provides multiple squat stations and multiple pull-up variations (e.g., single, wing, and multi-grip bars)? Yes
Q7. The SOW specifies 110” rack height. Would the government allow rigs with adjustable design options (98”–113” bar heights) to accommodate different training requirements? Yes
Q8. For barbells and plates, would the government require outdoor-rated barbells and crumb rubber bumper plates designed specifically for high-durability outdoor use instead of standard rubber-coated equipment? Yes
Q9. Is a limited lifetime warranty on the external functional training rig and a minimum of one-year warranty on the accessories a requirement for any bid submitted?
FAR 52.212-4 - Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract. Additional expresses commercial warranties will be accepted.
Q10. I see that the existing surface is a blacktop surface. I assume this means an asphalt surface. Please confirm? Circumstances have since changed and a concrete pad will be poured to suit.
Q11. It’s important to know that equipment cannot be anchored to asphalt. Asphalt is too soft for drilling and securing equipment. Can you please provide photos of the intended site for installation? See Attachment 2 - Site Photos
Q12. Drilling through asphalt or removing it to install concrete footings would be required for anchoring equipment. Do you require anchoring of equipment to ground to ensure safety during use? Yes
Q13. If the Government is going to replace the asphalt with concrete, will the site be completed before equipment arrives for installation? Yes
The Government will pour a concrete pad for each site. See Attachment 2 - Site Photos.
Questions and Answers
1) The solicitation does not reference what type of surface or ground material where equipment is being installed outdoors. Will it be a concrete slab to anchor equipment on? Or will the equipment be installed in-ground with concrete footings in a grass area?
What is the plan for the finish surfacing outdoors in this area?
There is a blacktop in place now.
2) Will installers have easy access to installing the equipment?
Yes, there is one gate to the wareyard with a passcode. Employees would be on site for installation.
3) Will equipment have to be moved from an off- loading area to installation site, if so, how far?
Depending on how handy the delivery driver is. The wareyard is positioned as such that trailers are routinely backed in. Assuming the driver is not so handy, a forklift can be provided if needed to move the equipment up to 100 yards.
Questions and Answers
1) the dimensions are listed for one squat rack although the bid references a rig/rack attachments with and multiple J cups (3pair), and other attachment leads me to believe you may want three individual squat racks? Can you please confirm the quantity of Squat racks needed.
3 Squat racks needed
2) And if it is multiple squat racks, do you want the same rack attachment such as adjustable dip, land mines, wall ball targets, and battle rope anchors on each Squat rack? No, assuming the attachments can be relocated/whatnot, the original requested amounts will be sufficient.
3) Are the Squat Racks to be attached or separate from the Storage Shed? Or will either option suffice?
Either option will suffice, space availability depending
4) Rubber medicine balls are requested. When using medicine balls with Wall Ball targets, which were specified for the squat rack attachment, we typically use vinyl coated Wall balls. These are a vinyl cover with rubber material inside to reduce the amount of force from bouncing off the Wall targets. Will vinyl cover Wall Balls be appropriate substitution for the requested rubber medicine balls?
Vinyl is an appropriate substitution.
5) Flat Bench - Our Adjustable Benches are rated for Outdoor use. Since this requirement is for outdoor Fitness equipment, would you accept Three of our Adjustable Benches, which are flat to 90° incline, outdoor rated benches? Instead of 1 Flat and 2 Adjustable Benches?
Yes, additional adjustable benches would be adequate.
