About this file
This document is an Amendment 0001 Questions & Answers (Q&A) for Solicitation SOL 140L3625Q0084 for Kobayashi Dock Helical Anchors Installation, dated 08/21/2025. The Q&A addresses several key technical details for the project, including load testing requirements, equipment specifications, and installation logistics. Specifically, the vendor must prove the helical anchors can withstand 5,300 pounds of force and provide documentation such as a Torque Diffuser Readout. The Bureau of Land Management (BLM) acknowledged an oversight in the original Statement of Work (SOW) regarding spill containment requirements and will amend the document to clarify this.
The Q&A also confirms that a small barge may be used during installation without requiring registration, and that the vendor's diving team can demonstrate the attachment mechanism for the anchor "cap" heads to BLM. Notably, BLM indicated they do not have a specific load test procedure for helical anchors installed below the waterline, which may require additional coordination between the vendor and the agency. The document provides critical clarifications that will help potential contractors understand the project's technical requirements and expectations.

Amendment 0001 Questions & Answers
SOL 140L3625Q0084 KOBAYASHI DOCK HELICAL ANCHORS INSTALLATION
Q1: What is needed for the "Load Testing Execution"
A1: Prove that the anchor can withstand 5300# of force applied. Provide BLM with results (Ex.
Torque Diffuser Readout)
Q2: Is spill containment required for equipment?
A2: Yes, this was an oversight by BLM on the SOW. We will work to amend to show this is a requirement.
Q3: Can a small barge be used to help with the installation, will a registration be required for the barge?
A3: Yes, a barge may be used to help with installation. No, registration for a barge will not be required.
Q4: Do you want us to just do that when we are there since we have someone who will be diving down to hook up the heads and undo the machinery?
A4: If the vendor will be diving down to hook up the “cap” heads then simply showing BLM the mechanism of attachment is sufficient. This way the BLM is aware of the mechanicals if there are problems in the future.
Q5: Could you please confirm if you have a load test procedure for testing helical anchors that are below the water line?
A5: We do not have a load test procedure.
