SITE INSPECTION TOUR / PREBID CONFERENCE RECORD

The Government strongly urges offerors to inspect the site to gain a better understanding of the work requirements and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall failure to inspect the site constitute grounds for a claim after award.

Solicitation Number: 140L3624R0017 Project Title: Fort Meade Water Systems Date and Time: 7/24/2024 at 11:00 AM Meeting Place(s): Alkali Creek Campground Conducted by: Andrew Moss, Civil Engineer

Questions and Answers Offerors shall submit questions by 26 July 2024, at 1:00 pm, Mountain Time. Questions submitted after this date and time may not be answered. Offerors for this RFQ, including subcontractors and teammates, shall consolidate questions related to this solicitation in a Request for Information (RFI) formatted Word document. Any RFI is to be emailed as an editable attachment to Jorge Alvarez (jalvarez@blm.gov) with the subject line: RFI – 140L3624R0017 Fort Meade Water Systems. Only written RFI’s will be considered and responded to. BLM responses to the RFI will be posted as an amendment to the solicitation on https://sam.gov.

Solicitation Number: 140L3624R0017 Project Title: Fort Meade Water Systems

1. Are both tracer wire and detectable warning tape required? Typically, if a job has tracer wire being used and warning tape is also desired, the specs will call out non-detectable warning tape to save on cost.

a. Both the tracer wire and detectable warning tape will be required. Detectable warning tape provides another layer of utility sensing to minimize disturbance of the water lines.

2. How many curb box keys are needed, 5 or even more? The spec section that says to provide some to the government seems a little unclear.

a. 5 keys shall be provided to the government for the curb boxes. All curb boxes should have the same key configuration.

3. Is there any issue with having brass or stainless-steel male threads be inserted into PVC female threads?

a. Contractor is responsible for installing transition fittings that are satisfactory with no cracked connections. System will be evaluated after 1 year of operation before the end of the warranty.

4. Should the ball curbs utilize iron curb boxes like a 5615 from Ay McDonald for example, or should they just use PVC risers? If PVC risers is what is desired, what size should be used?

1-1/2” and 2” ball curbs have 2” MPS threads for attachment. The specs only seem to mention what to use when using 1” ball curbs.

a. For the stockwater system, provide curbstop valve and curbstop riser and cap meeting the requirements of specification 331700- Part 2.1 H and I.

b. For the potable rec line system, provide a valve that matches the nominal size of the pipe (2"). Curbstop boxes shall be extension type Minneapolis curb box. A 5615 Ay McDonald box would meet the requirements.

5. What is the minimum sleeve size needed for the 1-1/2” IPS DR11 carrier pipe to go through for the bore crossing? Would 3” work for the size, and can the thickness be DR11 or must it be DR9?

a. 3" bore sleeve is adequate. Boring spec requires sleeve to be same pressure rating or greater as the waterline. Pressure rating for Spur A going through the Bore sleeve is

DR11.

6. What size air relief valves are needed? Looks like the Bermad Model A30 has either a ¾” inlet or a 1” inlet. All of them are shown to be on the 1-1/2” stock water lines except for 1 being on the 2” potable line. Any difference in size needed between the two?

a. 3/4" or 1" air relief valves would be adequate for the stockwater waterline. Use the same air relief valves for the entire system.

https://sam.gov/

7. The bid form calls out 11 air relief valves, but the plans appear to only show 10 from what I counted.

a. Air valves are paid for by EA as installed. The quantity on the SOI should be used for bidding purposes.

8. For the frost-proof hydrants, is the Woodford Y34 or Y1 what you are looking for? They seem very close to what is listed in the specs. Except the Y34 has a ¾” inlet, and a 1” galvanized riser. The Y1 has a 1” inlet, but a 1-1/4” galvanized riser. Both would have a ¾” hose nozzle. But the max operating pressure is 125psi.

a. Either of these hydrants would be adequate.

9. Many of the hydrants are called out as having a Watts U5 pressure reducing valve installed above grade. What size PRV is needed, and how would this assembly work exactly? Would the PRV’s be expected to thread onto the ¾” outlets of the hydrants? Ay McDonald does make a ¾” female garden hose thread x ¾” MIP outlet. Is this what you have in mind for the installation of the PRV’s? Typically, I see these Watts PRV’s be installed in meter pits.

I’ve never seen one installed with a yard hydrant above grade so I want to make sure I understand this correctly, because to me it seems like the water pressure would need to be reduced before making the connection to a yard hydrant.

Size of the pressure reducing valve is not specified. Contractor shall propose an adequate PRV meeting the minimum requirements of the specifications. Size shall be as needed for efficient / clean installation.

The order of installation is hydrant - PRV - float valve- see Attachment 10 – Question 9 Photos for photos of previous examples of this installation.

10. The Bermad A30 ARV that is specified is import only. Would this still be allowed or will an ARV be required that meets “Buy American” requirements?

a. The resulting contract will need to be in complaint with the Buy American Act.

Therefore, the contractor needs to provide a ARV that is in compliance with the Buy American Act as well as the specifications, “Automatic continuous air bleed and vacuum relief type, 2 to 230 PSI minimum working pressure range, free floating foam float system. Minimum vent discharge rate 0.01 cu ft/sec at 50 PSI.”

11. Is the rock trench excavation thought to be solid rock or rocky soil?

a. Government expects a combination of both conditions. Areas of solid rock may be encountered. Rock excavation is defined in the specification 312100 as "Rock Trenching:

Trenching or excavating materials that cannot be trenched with a trencher 60 horsepower or less nor excavated with a backhoe 90 horsepower or less."

12. Can the rock trench excavation thought to be solid rock or rocky soil?

13. Anticipated trench width for the Multi Line Trench?

a. Per specs 312100; "Minimum trench width is the horizontal pipe separation requirement plus outside pipe diameter plus 4 inches equates to 27 inches."

14. Drawings available of the previously installed supply line for the stockwater cistern?

a. Water supply line for the stockwater pumphouse can be witnessed by pumping out the cistern and looking through the cistern. Supply line locate and elevation will be the responsibility of the Contractor.

15. Process to submit proposal? Email or another means?

a. Email to Jorge Alvarez (jalvarez@blm.gov) with the subject line: 140L3624R0017 Fort Meade Water Systems.

16. A Maximum allowable disturbance width outside of the trench including excavated material, bedding, etc.

a. Environmental Assessment states "Ground disturbance from equipment travel would be approximately 5-10 feet in width but may be as much as 15 feet in width at areas where backhoe digging may be required. The use of an excavator or backhoe would not be authorized to dig the main trench to lay the pipe unless absolutely necessary due to rocky terrain." Ground disturbance shall not exceed 15' in width along the pipeline alignment.

Disturbance should be minimized to greatest extent possible. Largest disturbance area is expected to be along the Multi-line Trench which parallels the roadway.
