Description of Changes - This amendment incorporates the following information:
1. The Government is providing the Questions received from interested offerors and the associated Answers provided by the Government.
Acknowledgement – Ensure that your quote acknowledge this amendment. The Government must receive the acknowledgement of the amendment.
Third Party – If you have given a copy of the solicitation to someone else, please forward this amendment accordingly.
Questions and Answers
Question: Floodplain Roughness – I looked through the RFP but am unable to locate specs and requirements for what is required within these areas of the stream restoration. Can you please provide additional information to ensure we are able to fulfill the requirements properly for these locations? Are we just wanting to ensure that the floodplains are at a specific slope, or are there additional aspects that are required?
Answer: Floodplain roughness structures are just PALS build in the overflow channel instead of within the active channel. So potential contractors can refer to those designs.
Question: Double row BDA’s – Within the documentation there are images of both single and double row BDA’s along the reaches, I am wondering if there are specific locations along the provided maps that the secondary row BDA’s are required, or if this is to our discretion once we are on the jobsite and become more familiar with the characteristics of the creek?
Answer: I put designs for double and single row BDA's as reference for the contractors to choose from depending on the size and availability of material at that location. Either structure type will be acceptable as long as they are stable and function according to BDA standardized goals.
Question: Are these reaches similar to lower Box Elder where the hardpan clay layer is only 1-3 feet below the surface?
Answer: Potentially. The upper layer is a mix of fine clay with patches of cobble/gravel. Periodically throughout the project reaches, I have seen the “bedrock” clay layer at the surface so there is potential to hit it during installation of structures.
Question: Will there be active livestock grazing?
Answer: It is probable that livestock will be present depending on when and where the contractor is working.
Question: What type of building material will BLM be providing?
Answer: The material will be conifer and staged just off the main two tracks in approximately the locations indicated in the Appendix maps. Most of the material will be pine and juniper though there may be some Douglas-fir. Some material prepping will be necessary as the material will vary from branches to whole 3-6” diameter trees. Wood posts will also be provided. These will be sharpened for easier installation.
On-site harvesting of sagebrush and woodies (cottonwood/willows) is not authorized.
Question: Are there existing beaver dams within the project?
Answer: No, not as of last summer anyway. The last one I knew of was blown out two years ago.
However, beavers are present within the system.
Question: Will there be any headcut structures or floodplain structures? Or will everything be in-channel?
Answer: No there aren’t currently any known headcut structures, though that may change. There are several floodplain roughness structures for areas that are threatened by meander cut-offs. Overall, though, most of the structures will be in-channel. They will be mix of a few BDAs but mostly PALS – including channel-spanning PALS.
The PWS states that the contractor will design and implement actions on a reach-by-reach basis based on the reach objective to ensure that the selected treatments account for the unique, site-specific characteristics, but work together to cumulatively produce the desired outcomes. The structures listed on the maps are an example of minimum numbers and general types suggested. The Appendix provides some structural density ranges to help with anticipated workload estimates.
Question: Is cross-country travel allowed?
Answer: Trucks will not be allowed off two-track routes. However, use of UTVs and ATVs with small trailers are allowed off the designated two-tracks. There are a few areas with cultural resources, and these will be mapped and marked ahead of time so the contractor can find easy routes around them. All routes (two track and suggested off road access routes) shown on the maps in the bid package have been cleared by the Archeologist already. In most places, accessing up and down the channel within 40 feet of the stream bank will be cleared and not impact the cultural sites.
The contractor is not authorized to implement the project prior to July 15th each year due to sage grouse habitat restrictions.
Question: What is the anticipated size of channel-spanning structures?
Answer: The channel width varies. Generally speaking, Reaches 1-3 average 8-15 feet across. Reaches 4- 6 tend to be wider and average 15-25 feet. However, each structure site is different and may change depending on spring flood flows.
Question: How are you providing enough material and what happens if we use up the material?
Answer: One of the requirements in the PWS is for the contractor to provide BLM with a plan of when and what structures/reaches they planned to complete that season. This information must be provided in the spring, so BLM has time to stage material. BLM’s material volumes will be based off of that information.
Question: Can we have a site visit of Reaches 1 and 2?
Answer: Due to the road conditions, we are not able to get into Reaches 1-2 today. However, channel dimensions/conditions are similar to the site we visited in Reach 3.
