Q2:If the BLM estimate is off, how will the contractor be paid for any extra material treated?
A2:The BLM estimate was developed through on-site measurements. The specified quantities in the Statement of Work are believed to be an accurate estimate of what is to be treated. There is a 15% Variation of Quantity that allows for some flexibility in the amount of material completed. Any additional quantities above the estimated amount in the Statement of Work must be pre-approved by the Contracting Officer. A Schedule of Items with quantities for quoting has been included in the amendment
Q3:Will the range be closed while project is taking place?
A3:The range will be closed and signed by the BLM from the time equipment is on site to the time the project is completed.
Q4:What percent of lead should be removed and how will we verify it?
A4:All lead fragments above 3/16" will need to be removed from the specified material. Statement of work has been amended to include this information
Q5:Are we looking at just screening for lead or are we looking for a soil treatment as well?
A5:The contract was written to remove as much lead as possible through mechanical screening of the material from the shooting lane, target locations and berms. Treatment beyond mechanical to remove all traces of lead will not be needed due to the areas continued use as a shooting range. All lead fragments larger than 3/16" of an inch need to be removed and recycled.
Q6:Where do the stockpiles of treated material need to be placed?
A6:The location of the stockpile will be determined by the contractor. The material will be moved by the BLM after this contract is completed.
Q7:Is there any though to a proposed method for how the screening of lead that needs to be conducted? Or is that open to the contractors?
A7:The BLM is requiring for all lead fragments 3/16" and larger to be removed from the material and taken off site. It is up to the contractor how the work is accomplished to meet the requirements.
