About this file
This document is a Contractor Questions and Government Responses file for the Indian Creek Fence Construction federal contract (Solicitation Number 140L2625Q0052). The document contains 14 technical questions and detailed responses from the government regarding fence construction specifications, including clarifications on clearing requirements, gate and brace configurations, wire coating specifications, and access points. Key details include mandatory fence line clearing with a 6-foot drivable ground surface, permission to use pipe braces instead of wood, acceptable wire coating standards, t-post spacing variations (22' for West and East fences, 16'-6" for exclosure fence), and gate configurations (6 gates on West fence, 3 gates on East fence, 1 gate on exclosure fence). The responses provide specific technical guidance, referencing specification sections and drawing details to help potential contractors understand precise implementation requirements for the fence construction project in Idaho.

1 Is clearing mandatory along the whole fence line? If so, can we use a brush beater?
Clearing is mandatory in all locations that obstruct the fencline. A 6 foot drivable ground surface is expected on either side of the fenceline at project completion. A bush beater is acceptable.
"Summary" 1.6 B in the specifications located on page 6
2 Can pipe braces be used instead of wood? Yes.
“Wire Fences and Gates” 3.2 D in the specifications located on
3 If pipe braces are acceptable, what type of pipe - oil pipe or black pipe? Either is acceptable after approval from the CO.

5 How many gates along the West fence line?
The West Fence has 6 gates: 1 wire gate, 4 double swing gates and 1 steel gate.
The East Fence has 3 gates: 2 double swing gates and 1 steel gate.
The exclosure fence has 1 wire gate.
See the contract map package for gate locations.
Is access to the exclosure fence allowed cross country from the North or is the pipeline road the only allowable access point?
Yes, there is actually an old road located there that provides access from the North. The road has faded over time but can still be located.
7 What is the t-post spacing?
The West and East fence have a t-post spacing of 22’ on center with two wood stays per panel. The exclosure fence has a t-post spacing of 16’-6” on center with one wood stay per panel.
See the “Data Worksheet” starting on page 24 of the specifications.
8 Can the locations of the corners and H-braces be adjusted?
Fence structures are staked in their approximate locations. Fence structures may be adjusted to accommodate terrain, straighten fenceline, etc. CO approval is needed for major adjustments.
Will access along the private road in section 22 and 15 be allowed during the contract period of performance?
Yes, access along the private portion of Cabin Creek Road will be allowed during the period of performance. Cabin Creek Road is the best access point for both the West fence and the exclosure fence.
Per ASTM A 121, the minimum zinc coating for 12.5 ga Class I wire is 0.28 oz/SF; for Class III wire, 0.80 oz/SF. The ASTM requirements for Class I wire is lower than the coating levels specified of 0.3 oz/SF for
12.5 ga wire. Please confirm if wire that meets the ASTM specification for Class I wire will be acceptable?
12.5 ga, Class I wire (0.28 oz/sf) is acceptable. 0.3oz/sf is a rounding error.
Specifications: Part 8.1 Materials A. Barbed Wire. Wire and barbs shall be zinc-coated steel, with a zinc coating of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb-force. The barbed wire shall conform to ASTM A 121 or ASTM A 585.
Per ASTM A 121 and A 641, the minimum zinc coating for 12.5 ga Class I wire is 0.28 oz/SF; for Class III wire, 0.80 oz/SF. The ASTM requirements for Class I wire is lower than the coating levels specified of 0.3 oz/SF for 12.5 ga wire. Please confirm if wire that meets the ASTM specification for Class I wire will be acceptable?
12.5 ga, Class I wire (0.28 oz/sf) is acceptable. 0.3oz/sf is a rounding error.
Specifications: Part 8.1 Materials B. Barbless Wire. Wire shall be zinc-coated steel wire of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb-force. The barbless wire shall conform to ASTM A 121 or ASTM A 641.
Per ASTM A 121 and A 641, the minimum zinc coating for 12.5 ga Class I wire is 0.28 oz/SF; for Class III wire, 0.80 oz/SF. For 9 ga wire, 0.35 of/SF and 0.90 oz/SF respectively. The ASTM requirements for Class I wire are lower than the coating levels specified of 0.3 oz/SF for 12.5 ga wire and 0.4 oz for 9 ga wire.
Please confirm that wire that meets the ASTM specification for Class I wire will be acceptable?
12.5 ga, Class I wire (0.28 oz/sf) and 9 ga, Class I wire (0.35 oz/sf) are acceptable. 0.3oz/sf and 0.4oz/sf are rounding errors.
Specifications: Part 8.1 Materials, C. Brace Wires. 2. The minimum weight of zinc coating for 9-gauge wire shall be at least
0.4 oz of zinc/ft2 of coated surface area; for 12-1/2-ga wire at least 0.3 oz of zinc/ft2 of coated surface area.
3. Wires shall be Type I, Class 1 according to ASTM A 641.
Drawing sheet S1.4 Detail 3 shows use of a "Pipe and Chain Gate Closer". Please clarify if a mechanical gate closer with a handle and bail such as SpeedCo gate Closer, 5 In, SPOS16101900 would be acceptable as long as the bail is 6 in from the top of the gate post?
Yes, an equivalent alternative steel gate closing devise is acceptable.
Specifications: Part 8.1 Materials, E. Mechanical Gate Closers. 2.
An adjustable cable or chain, or rigid steel strap fastened to a cam lever device located 6 inches from the top of the gate post.
The closer shall be capable of securely holding the gate stay in place.
Detail 3, Note, indicates a top and bottom wire bail on the closing end of the gate. Please confirm the top bail is required in addition to the mechanical gate closer.
