EVALUATION FACTORS

TAOS FIELD OFFICE

RECREATIONAL TARGET SHOOTING PROJECT

NEPA

The evaluation factors listed below will be used to select the contractor that offers the BLM the best value offer: The Government anticipates issuing a single Firm Fixed Price (FFP) BPA Order resulting from this competitive request for quote (RFQ) to the most responsible firm whose quote conforms to the RFQ and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes. Provide your bid in two separate volumes:

Volume 1-Pricing.

Volume 2 – Non-pricing, which includes information that addresses the evaluation factors.

Offerors are encouraged to review BLM Manual Supplement H-8100-1 for all requirements of permitting, field work, and reporting prior to submitting a proposal

1. Key Personnel

2. Past Performance/Experience

3. Schedule

4. Price

Non-price factors (Factors 1-3) are of equal importance. When combined, the non-price factors are of equal importance when compared to price. Price is not an adjectivally rated factor. However, the Price factor will become the more dominant factor as technical quotes reach technical equality. In such cases, where all non-priced factors being evaluated are virtually the same, best value may be represented by the lowest-priced quote.

Optional tasks: The BLM will evaluate quotes for award purposes by adding the total price for all optional tasks to the total price for the basic task requirements. The BLM may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the BLM to exercise the option(s).

FACTOR 1 - Key Personnel

· Provide the names and resumes of staff which will be assigned to this project throughout the duration of this requirement.
