About this file
This is a Questions and Answers (Q&A) document from federal contract opportunity 140L1726Q0040.
The document addresses design flexibility regarding wheel placement on a dock product. An offeror inquired whether removable wheels mounted to the sides of the dock—installed when needed and removed when not in use—would be acceptable as an alternative to wheels mounted on the underside. The concern raised was that undersidea-mounted wheels would sustain damage from the dock bouncing against a concrete ramp and could cause damage to the dock's bottom surface.
The government's response confirmed that removable wheels installed on the sides of the dock are acceptable, subject to the condition that the wheels be manufactured from materials capable of withstanding water exposure and contact with concrete surfaces. The government clarified that offerors bear responsibility for evaluating their own designs and determining the quantity of wheel sets required to ensure optimal product performance. This response provides offerors with design flexibility while maintaining performance standards for the dock system.

Q: Would removable wheels mounted to the sides of the dock—installed when needed and removed when not in use—be acceptable as an alternative to wheels mounted on the underside of the dock? The concern is that any wheel mounted to the underside of the dock would be damaged as the dock bounces against the concrete ramp and could also cause damage to the bottom of the dock.
A: Removable wheels installed on the sides of the dock are acceptable, provided they are made from materials capable of withstanding water exposure and contact with concrete surfaces. Ultimately, it is the offeror’s responsibility to evaluate their design and determine how many wheel sets are required to ensure optimal performance for their product.
