About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity 140L1726Q0040, addressing contractor inquiries regarding specifications for a floating courtesy dock project.
The document clarifies two key requirements: First, Section 8.13 mandates that the floating courtesy dock include wheels mounted on the underside for seasonal removal. The Government rejected an inquiry about engineered alternatives, stating that wheels are a mandatory feature essential for proper seasonal removal and safe movement across concrete boat ramps and asphalt surfaces, with no alternatives permitted. Second, Section 8.12 requires a dead-weight anchoring system with an adjustable winch, with offerors instructed to assume an 8-foot water depth. The Government confirmed that no existing underwater concrete anchors or dead weights are present at the project site, making the contractor fully responsible for furnishing and installing a complete new dead-weight anchoring system to meet project requirements.

1. Section 8.13 requires the floating courtesy dock to have wheels mounted on the underside for seasonal removal.
Q. Would the Government consider an engineered alternative to underside wheels if the alternative provides equivalent seasonal removal capability while maintaining or improving stability when moving the dock across the concrete boat ramp and asphalt surface?
A. Given the specific conditions at the site, wheels are a mandatory feature. Alternatives cannot be considered, as the wheels are essential to ensure proper seasonal removal and safe movement of the dock across varying surfaces.
2. Section 8.12 requires a dead-weight anchoring system with an adjustable winch and instructs offerors to assume an 8-foot water depth.
Q. Are there existing underwater concrete anchors or dead weights at the project site that may be utilized, or should the contractor furnish and install a complete new dead-weight anchoring system?
A. There are currently no underwater concrete anchors or dead weights present at the project site. As a result, the contractor is responsible for providing and installing a fully new dead weight anchoring system to meet project requirements.
