About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity 140L1726Q0019 that addresses three key clarifications regarding laboratory sample submission procedures and pricing methodology.
The first clarification addresses sample type requirements for submission to Colorado State University Veterinary Diagnostic Laboratory (CSU VDL). While the original solicitation specified whole blood samples, the response confirms that serum samples collected in agar tubes are acceptable. The contractor is not required to perform centrifugation at the collection site due to lack of power availability and tight turnaround requirements; CSU VDL will centrifuge samples as needed if required for quality assurance. The second clarification specifies that contractors must use the multi-animal version of Form VS 10-11 rather than the single-animal version when submitting samples. The third clarification addresses pricing methodology, clarifying that costs must be structured as a per-job fixed price rather than per-head or straight labor hour rates, since the exact number of animals is unknown at contract award. The response stipulates that the job-based cost will remain below the amount stated in the Statement of Work (SOW).

140L1726Q0019 Q&A 3
1. The Q & A states supplying whole blood samples to CSU VDL but typically we send serum for coggins. Is serum ok?
a. The lab said we could use the agar tubes and they would centrifuge we do not have power at the site and we need a 24 hour or less turn around, they just need to get good samples to the CSU VDL if they feel they need to centrifuge to get a good sample to the lab then that is on them.
2. The Q & A sites submitting the Form VS 10-11 but that form is usually used for individual animals (not the multi-animal version). Use a multi-animal form?
a. Use the multi-animal form.
3. We typically charge a "per head" cost when collecting and submitting lab samples.
Would you prefer straight labor costs for veterinarian/ tech(s) or a "per head" cost?
a. The cost is by the job not by the head since we don't know the exact number but will be below what is stated in the SOW.
