About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity 140L1726Q0019, which involves veterinary blood sampling services for wild horses at a BLM gather site in West Douglas.
The contract requires a qualified veterinarian and assistant to conduct jugular venipuncture on 100-110 wild horses over a three-day period, with daily throughput estimated at 25-50 animals depending on gather success. The BLM will provide the gather crew and animal handlers to move horses into an alley and fly chute (single restraint system, not a squeeze chute) for sampling. BLM staff will usher horses one at a time, with only one horse available for blood draw at a time. Sampling will occur during daylight hours only. Samples must be whole blood collected in approved tubes and submitted using Form VS 10-11 for wild horse multiple submissions. Samples must reach the Western Slope Branch Veterinary Diagnostic Lab (3164 B 1/2 Road, Grand Junction, CO 81503) by 9 a.m. for same-day ELISA processing; lab receiving hours are 8 a.m. to 5 p.m. The contractor is responsible for all laboratory testing fees. BLM will separately conduct RFID chipping for animal identification. Service Contract Act wage determinations apply, with labor categories 99251 and/or 99252 being the closest fit for on-site personnel. No small business subcontracting plan is required for this acquisition. The quantity of 100-110 animals is an estimate that will not exceed 110 head.
