About this file

This document is a Questions and Answers (Q&A) file for a Zapata Falls Pumping contract, currently being renewed after Brandt's Septic's previous contract expired. The solicitation involves providing portable toilets and handwash stations for Bureau of Land Management (BLM) events, primarily for volunteer and Conservation Corps crews working in backcountry or sensitive natural resource areas.

The government will not provide water, and waste disposal must comply with CDPHE (Colorado Department of Public Health and Environment) regulations. Contractors are expected to contact local reclamation or treatment plants for specific disposal instructions. For pricing, the government recommends annotating costs on the SF1449 schedule and encourages contractors to use their in-house estimating sheets. Typically, the BLM requires 4-5 events with portable facilities between April and November annually, with a focus on minimizing environmental impact by removing waste instead of burying it.

ZAPATA FALLS PUMPING Q&A

1. Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?

A: It's a contract currently being performed? (Brandt's Septic's contract recently expired, which is why we're doing this)

2. Will water be provided by the government?

A: No

3. Is there a designated or proposed disposal area?

A: Disposal must be performed in accordance with CDPHE regulation. Please contact your local reclamation or treatment plant for disposal instructions.

4. Is there a recommended pricing template?

A: while the government is not providing a designated pricing sheet, we encourage the pricing be annotated on the schedule portion of the SF1449 to indicate pricing by item. We invite contractors to utilize their in-house estimating sheets whereas it offers a better explanation of costs.

5. How many portable toilets and handwash stations are expected annually and their respective servicing cadence?

A: It depends. We mostly need them for Volunteer Events or Conservation Corps crews working in backcountry areas for long periods of time, or in sensitive natural resource areas where we want to remove waste instead of bury it, etc. In an average year, we typically have 4 or 5 events that require porta-potties somewhere on the BLM for those purposes. Also, those events typically occur between April and November.
