DESIGN AND SCOPE FOR CLARIFICATION

· Q: Is there any of the old piping from the old wet well that is intended to be used in the new lift system?

· A: BLM is looking to replace the lift station pumps and reuse the piping that makes sense. We are not looking to redo any of the piping heading into the wet well or the lines from the wet well to the sewer main (they are both operation and in good shape). We are open to a direct replacement or a submersible pump, whatever will provide the best value to BLM and have minimal maintenance.

· Q: Is the likely period of performance still Sep. 9 - Oct 31st?

· A: Yes, this is the expected POP. We are currently pumping the vault every two days and would like to get the lift station operational asap.

· Q: Can you use a submersible pump instead of the existing one with priming system?

· A: Yes, BLM is open to all technical approaches that work with the existing infrastructure and are easy to maintain.

· Q: Is there an estimated budget for this project?

· A: We cannot disclose the budget for this project, we just ask vendors to provide their best pricing.

· Q: Is there a local breaker or service disconnect for when replacing the control panel?

· A: Yes, there is dedicated breaker located in the Larry Gebhart Building. Panel HG Breakers 37, 39, 41 (Power is 460V three phase, breaker is 40 amp)

· Q: Is the preferred pump style to remain above ground self-primers, or are submersibles also an option?

· A: BLM is open to either solution and prefers the solution that can last the longest with minimal maintenance and tie into the existing infrastructure.

· Q: Are there any current remote communications? If not, would this be a consideration for the new controller?

· A: No current remote communication, the alarms are visual (lights) and audio (horn). Yes, BLM is open to remote communication, but it is very challenging to get anything approved to but used in the BLM network (18 month approval backlog). In addition, BLM is not looking to incur additional cost for this feature.

52.204-22 Alternative Line Item Proposal.

As prescribed in 4.1008 , insert the following provision:

ALTERNATIVE LINE ITEM PROPOSAL (JAN 2017)

(a) The Government recognizes that the line items established in this solicitation may not conform to the Offeror’s practices. Failure to correct these issues can result in difficulties in acceptance of deliverables and processing payments. Therefore, the Offeror is invited to propose alternative line items for which bids, proposals, or quotes are requested in this solicitation to ensure that the resulting contract is economically and administratively advantageous to the Government and the Offeror.

(b) The Offeror may submit one or more additional proposals with alternative line items, provided that alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation. However, acceptance of an alternative proposal is a unilateral decision made solely at the discretion of the Government. Offers that do not comply with the line items specified in this solicitation may be determined to be nonresponsive or unacceptable.

(End of provision)

QUESTIONS/REQUEST FOR CLARIFICATION

Q: Are you looking for a certain brand of pump?

A: We are open to any brand that is buy American compliant, would like to reuse the existing infrastructure as it is in good, working condition. It is a redundant, lead/lag, system and both systems need to be replaced and be in working condition.

Q: Does the contractor need to include submittal when submitting their bid.

A: No BLM does not need a full submittal, but we will need to know the make and model of the equipment you plan to use. please include that in your bid.

Q: Any special requirements for equipment delivery/personnel entry through the airport gate?

A: BLM would provide all access and escort-

Q: Is there a crane onsite?

A: We don’t provide any lift devices. Contractor may have to work with airport on height of any equipment.

Q: On the day of install, is it possible to use the pump truck that BLM is currently using to cleanout the tank?

A: No, please provide your own pump truck. Pumping and cleaning the vault is part of the work.

Q: Is bonding required?

A: No, This is set up as a services contract so no bonding.

Q: Do you have a rough estimate of the width and depth?

A: Estimated to be 10ft deep 4ft wide. Drawing will be added to the solicitation amendment.

Q: Is the transformer there just for the GFCI outlet on the back of the panel?

A: The stepdown transformer does not go clear down to 120 V. There is also a breaker box that has the correct voltage for the service outlet.

Q: Would you want to keep the stepdown if we went with a submersible?

A: Whatever is needed to make the system functional

Q: Do you want to keep breaker box in the event BLM needs to do work out there? GFI, electric winch?

A: Yes

Q: It was mentioned that weather can be a risk, are there any other risks that could cause an issue?

A: Outside of normal hazards, we are not aware of any. There are no other known projects going on that could impact the work.

Additional Information:

· Has to be a redundant system, one side working at a time, grinding capabilities, 4-float system (high-level warning, on, off and low-level warning), needs to be freeze protected and sheltered from the weather

· Approximately 150ft from the lift station is a hydrant that can be used by the contractor

· Please break down quotes to show parts and labor.
