Pre-Bid Questions and Answers Version 2 https://sam.gov/ Notice ID: 140L1724Q0012
Q: For the gazebo, the manufacturer requests the following specifications that are not listed in the project specifications; Wind Load? Live Load? Roof Pitch? 2x6 T&G Sub-Roof Needed? Frame Finish?
A: The wind and live load is required for the foundation design, which is included in the project drawings.
The roof pitch is standard on the “Mesa” model gazebo, 4:12.
Tongue and groove sub roof is not required.
Frame finish shall be as specified in section 05 20 20, paragraph 2.1: “factory powder coated”.
Q: For the corrugated metal pipe, will there need to be "scoops" or mitered end sections?
A: No.
Q: Does Line Item 7 "Aggregate Base Course" include the fill needed for the fire rings and if not is No. 57 stone authorized for the aggregate fill in the fire rings?
A: Yes, line item 7 "Aggregate Base Course" includes the aggregate needed for the fire rings.
Q: Does Line Item 7 "Aggregate Base Course" include the bedding material needed for the corrugated metal pipe and if not is No. 57 stone authorized for the bedding material for the corrugated metal pipe?
A: Yes, line item 7 "Aggregate Base Course" includes the bedding material needed for the corrugated metal pipe.
No. Number 57 stone will not be allowed as a bedding material for the corrugated metal pipe.
See section 33 40 00, paragraph 2.3 for the bedding material requirements.
Q: The specifications list the grading and compaction that is required before the installation of the parking stops, fire rings, picnic tables, and the gazebo. Will this be accomplished with the existing aggregate?
A: I do not understand the question. See section 31 00 00, part 3 for compaction requirements.

18 Road Recreation Area Improvements, Phase 3 Pre-Bid Questions and Answers
Q: After reading the specifications, is it accurate to say that Line Item 3 "Demolition" is more of a relocation of the existing cable fence? I did not see anything else that needed to be demolished and removed. In regards to the wire fence, are we able to use the existing hardware to re-attach to the relocated post?
A: Yes, demolition is for the removal of the existing wire fence. The proposed termination of the wire fence shall match the existing fence termination. Yes, existing hardware and materials can be re-used.
Q: Can we offer a Gazebo other than the specified manufacturer as long as it meets or exceeds the criteria in the specifications?
A: Yes, however “or equal” substitutions will have to be submitted and approved by the Contracting Officer. Otherwise provide the product specified.
Q: Also can the fire rings be made by another manufacturer to meet the specifications?
A: Yes, however “or equal” substitutions will have to be submitted and approved by the
Contracting Officer. Otherwise provide the product specified.
Q: Referring to section 33 40 00 page 38 it says "quantity of 4 each culvert length. 40 feet in length and 2 each 50 feet in length". Do these need to be 40 and 50 feet as one piece or is it meant to be a 40 and 50 foot run of culvert length?
A: Section 33 40 00, paragraph 2.2.1 culvert length refers to the total culvert length. Joints are allowed in accordance with paragraph 2.2 and 3.3.
Q: Another CMP question. Specs say 14 ga. Common and readily available is 16 ga.
A: No. Section 33 40 00, paragraph 2.1 requires 14 gage.
Q: In the 23-25’ x 50’ campsite grading areas located throughout the project – of which each one has a fore ring, picnic table, tent area (typ). Is the tent area of these pads to be constructed as they are in the previous built campground which appears to be approx. 12’ x 12’ with a 6’’ x 6’’ pressure treated wood border filled with sand?
A: No. Timber delineated, sand filled, tent pads are not required.
Q: In the big, graveled area which serves as parking lot – will it have the 8” diameter pipe dividing the stalls as the previous parking area had in it? If so – what will the spacing be and what will the length of pipe be?
A: No, steel pipe delineators are not required.
Q: Who will be responsible for final stabilization and maintenance after the 150 day construction duration Post Construction Monitoring?
A: The BLM is unaware of a 150 day post construction monitoring requirement. Please specify where 150 days of post construction monitoring is required by the state of Colorado stormwater discharge permit.
18 Road Recreation Area Improvements, Phase 3 Pre-Bid Questions and Answers
The permittee (contractor) shall formally close the permit after construction and stabilization is complete.
Q: In the event the rainfall corrosivity waiver is denied by the State and a State stormwater permit is required – will the permit be transferred to the BLM as owner operator at the end of 150 days.
A: No, The permittee (contractor) shall formally close the permit after construction and stabilization is complete.
The BLM is unaware of a 150 days of post construction monitoring requirement. Please specify where 150 days of post construction monitoring is required by the state of Colorado stormwater discharge permit.
Q: In the CDPS Rainfall Erosivity Waiver application under G and item #2 (End date of Construction project) There must be 70% of the growth established by the end date for the State to approve the application. No contractor will be able to achieve this growth based on the time of year. Is there an allotted amount of time that the contractor will need to carry inspections for the post construction inspection period or until 70% growth for competitive bidding? Or with the BLM carry the cost of the post construction inspections and BMP maintenance until the State Storm water permit can be terminated?
A: The BLM does not foresee a scenario where the State of Colorado will not close the permit upon project completion due to lack of vegetation in disturbed areas. Areas adjacent to the campsites will not re-vegetate due to recreational use. If the State of Colorado refuses to close the permit due to lack of vegetation, then the BLM will re-evaluate and consider the following options;
1. BLM will take over the permit responsibilities.
2. Contract modification (equitable adjustment) for continued Contractor monitoring.
3. Other options will be considered.
Q: Is this project tax exempt?
A: The Federal Tax exempt status does not automatically flow through to the supplies purchased by the contractor. State and local laws vary. Tax exempt purchases of supplies is the responsibility of the contractor. The contracting officer will only sign your tax exempt application stating that this is a Federal project without any other endorsement.
Q: . Will progressive draws be acceptable upon ordering of materials – fire rings- picnic tables – gazebo
– precast toilets? – Materials that are requiring money up front that have long lead times?
A: Progress payments are allowed according to completion and acceptance of items on Schedule B.
We are not offering up front contract financing. For long lead items, we will work with you, but can only accept and pay for goods that have been purchased, accepted and marked as Government property in a secure storage location. Even if we accept and pay for goods, e.g. the vault toilet, they are still the ultimate responsibility of the contractor until installed and accepted by the Government.
The contractor is expected to work with the suppliers and make arrangements to secure the goods in time. This often depends on the contractor/supplier relationship.
