Scope of Work:
Ute Ethnographic Technical Transcriptions
Bureau of Land Management (BLM) White River Field Office (WRFO)
I. PURPOSE
The Purpose of this project is to transcribe 15 hours of interviews with the late Clifford Duncan, representative and consultant for the Ute Indian Tribe of the Uintah and Ouray Reservation’s
Cultural Rights and Protection Office.
II. STATEMENT OF WORK
Background: During archival research completed by BLM-WRFO and Living Heritage
Anthropology for the Piceance Ethnography Project, multiple recordings of the late Clifford
Duncan were discovered. Mr. Duncan was a spiritual leader and consultant for the Ute Indian
Tribe of the Uintah and Ouray Reservation’s Cultural Rights and Protection Office. Mr. Duncan previously made several visits to the Piceance study area and initial review of the recordings indicate that they contain information that would be invaluable for the draft report for the ongoing Piceance Ethnography study as well as the pending Ethnographic Management Plan.
This transcription effort would “create baseline data to share with tribe,” one of BLM’s primary goals of the overarching ethnography, and thereby result in project and tribal benefit.
General Description of Work: The Contractor will transcribe an approximate 15 hours of
Clifford Duncan’s interviews/recordings. This full effort will include file management, editing, coordination with BLM, and associated administrative costs, etc., at a period not to exceed 12 months from the date of contract award, as funding allows for Option Task 3 (described below).
Completion of the Mr. Duncan transcriptions would include:
1. Co-authoring a Memorandum of Understanding with the BLM-WRFO (Task #1) addressing the highly sensitive nature of these audio files and transcriptions, which are not to be distributed or retained by the Contractor for any reason. Under this pending agreement the Contractor shall delete all record of the original ethnographic audio files and pending transcriptions upon the BLM’s final acceptance of each associated deliverable.
2. Developing a technical transcription of ~15 hours of Mr. Duncan recordings; most only a few minutes in length each. Transcriptions will cover recordings in the English language
(estimated 13 hours of audio) and Ute language (estimated 2 hours of audio of Northern
Ute dialects). BLM will coordinate with the Tribal Historic Preservation Officer (THPO) of the Ute Indian Tribe of the Uintah & Ouray Reservation to review and edit transcription deliverables prior to final acceptance.
Completion of this project will be done in a phased approach as detailed in Tasks 1 & 2 through Option
Task 3.
Contractor Furnished Material:
The Contractor will furnish qualified personnel (See 43 CFR 7.8 and BLM Manual 8150.2) and equipment needed for the project. The qualifying Contractor will have a Master's or PhD in Cultural Anthropology or Linguistics, who will either conduct or directly supervise the technical transcription, and will have experience using the international phonetic alphabet. The qualified Contractor must also demonstrate previous experience (minimum of two examples) working directly with Ute Tribal
Representatives to complete technical transcriptions of the Ute language/dialect(s). Previous experience with the Ute Tribes must include at least one example of such work with Ute Indian Tribe of the Uintah & Ouray Reservation.
BLM Furnished Material:
BLM White River Field Office (WRFO) will provide access to the audio (mp4) files for transcription.
The WRFO staff archaeologist will also be available to help answer questions and to otherwise help facilitate this project.
Duration of the Project:
The project will continue until the transcriptions are completed, as funding allows for Option Task 3 within the project target dates summarized in the Bid Estimation Sheet below.
