About this file
This document is Amendment 3 to Solicitation 140L1226Q0014, issued by the Bureau of Land Management (BLM) California State Office Business Services Branch on April 14, 2026. The amendment answers vendor questions and updates line item specifications for rotary-wing aircrew flight helmets.
The solicitation requires three line items: Item 00010 specifies 12 large helmets, Item 00020 specifies 6 extra-large helmets, and Item 00030 specifies 2 XXL helmets. All items are brand name or equal to the MSA Gallet LH250 Flight Helmet with extensive integrated specifications. Each helmet must provide integrated head, eye, and hearing protection in a lightweight design (approximately 2.5 lbs or less without communication attachments) suitable for extended helicopter missions. Required features include a high-strength composite shell with energy-absorbing liner, impact and penetration protection, secure retention system, and dual-visor system with gray/dark-tinted inner visor and yellow outer visor with UV protection. Helmets must feature gloss white or matte white color shells with black visor covers, full aviation communication system compatibility, and meet or exceed DOI Aviation Life Support Equipment (ALSE) requirements. Delivery specifications require all helmets to be delivered complete and fully operational with integrated dual-visor systems, carbon hard visor covers, comfort liners, civilian helicopter interface (HI) with 12-inch coil cords and U-174 plugs, 300-ohm speakers, electret microphones with wire booms, large oval ear cup spacers, CEP mono complete kits, foam microphone muffs, DOI certification kits with Fidlock chinstaps, and comfort ear cups. The Product/Service Code is 8475 for Specialized Flight Clothing and Accessories. A 90-day delivery period is acceptable per the amendment clarifications.

SUMMARY: Flight Helmets
The purpose of Amendment 3 The purpose to
Amendment 3 is to answer vendor questions. The line items have been updated to reflect the changes based on the questions.
1. Q: Helmet Color and Hard Visor Color
A: Helmet Color-Gloss White/Matte White fine with having both colors. Visor color black
2. Q: The salient features specified 2 visors:
1-gray tinted sun, 1- yellow - Can you please verify which is the inner visor and outer visor?
A: Inner visor- Gray/Dark tinted Outer
Visor-Yellow
3. Q: Your Comm description shows two different items, which will have a significant cost difference:
One description shows "hearing protection through passive and/or active noise reduction"
The other description shows " helmet will also be equipped with Large oval ear cup spacers for
ANR capability but must have CEP Mono complete kit.
Based upon these descriptions my interpretation is that you are not requesting ANR, but you do want CEP. Please verify.
A: Comm Package-Civilian hi with 12" coil cord
U174 plug, 300 OHM speakers, electret mic, wire boom, helicopter, CEP MONO complete kit installed
Large Oval Ear Cup Spacers FOR ANR (They are just spacers and we don¿t want ANR just CEP kits)
4. Q: Is a 90-day delivery acceptable?
A: Yes
5. Q: It is designated for European helmets

(C) used in light aircraft such as paragliders and sport aircraft. The MSA Gallet started out as a sport helmet, not a helicopter helmet. Later when the government started testing helmets, they used an ANSI test requirement and now the helmet must meet DOI standards. DOI standards are very strict, that's why you must buy extra items so the LH-250 can meet those standards.
The EVO meets and exceeds those standards right out of the box. The LH250 requires you to buy
Chinstrap, Ear cups and Ear Seals. The additional modifications are made by the dealer, not the factory. Please read the following:
EN 966 is the European safety standard for helmets specifically designed for air sports, such as paragliding, hang gliding, and microlight flying (Category HPG/UL). It ensures helmets protect against impact and penetration and satisfy retention system tests, certifying them for low-speed crashes common in these activities.
A: EVO helmets work and are very similar to
Gallet.
6. Q: LH250 is advertised as a lightweight helmet weighing under 2.5 lbs. Many helmet manufacturers advertise the basic weight of the helmet without communication because numerous configurations can be applied to a helicopter helmet. The advertised weight of the MSA helmet does not include the Visor cover, earphones, earcups, main communications cord, microphone, round mount or the boom. Is it appropriate to say that the weight does not include communications attachments?
A: That does not include the communication attachments. The Government is trying to stay away from helmets like the HGU 56 because they have been found to be cumbersome when worn for a long period of time.
