This document is Amendment 2 to a Combined Synopsis-Solicitation Request for Quotation (RFQ) issued by the U.S. Department of the Interior, Bureau of Land Management (BLM), Palm Springs Field Office. The amendment updates evaluation criteria for the procurement of flight helmets in San Bernardino County, California. The underlying RFQ 140L1226Q0014, dated April 14, 2026, is set aside for small business concerns under NAICS code 334290 (Other Communications Equipment Manufacturing) with a size standard of 800 employees. Offerors must be registered and active in the System for Award Management (SAM) at https://www.sam.gov.

The amendment specifies a Lowest Price Technically Acceptable (LPTA) evaluation methodology applied to line items 00010–00030. Offerors must provide detailed product descriptions demonstrating how proposed items are equal to brand-name products specified in the solicitation, including product specifications, illustrations, and technical characteristics documentation per FAR 52.211-6 (Brand Name or Equal). Price evaluation requires detailed price breakdowns aligned with technical characteristics. Award will be made to the responsible offeror whose conforming offer is most advantageous to the Government. In case of a tie, the Contracting Officer may assess which quote is more advantageous or apply FAR 14 and 15 guidance. The government will evaluate options by adding total option prices to basic requirement prices and may reject offers with significantly unbalanced option pricing. Payment must be submitted electronically through the Invoice Processing Platform (IPP) at https://www.ipp.gov, with contractor enrollment assistance available through IPPCustomerSupport@fiscal.treasury.gov or (866) 973-3131.
