About this file
This is Amendment 0001 to Solicitation 140L1226Q0014, issued by the Bureau of Land Management (BLM) California State Office on April 14, 2026. The amendment modifies the specifications for three line items involving rotary-wing aircrew flight helmets manufactured by MSA Gallet LH250 or equal alternatives.
The amendment adds shell color specifications to each line item, requiring helmets to be delivered in matte white, gloss white, or any available white color. Item 00010 specifies 12 large helmets; Item 00020 specifies 6 extra-large helmets; and Item 00030 specifies 2 XX-large (XXL) helmets. All helmets must provide integrated head, eye, and hearing protection in a lightweight design (approximately 2.5 lbs or less) suitable for extended helicopter missions, featuring a high-strength composite shell with energy-absorbing liner, dual-visor system (tinted and yellow) with UV protection, and active/passive noise reduction. Each helmet must be fully compatible with aviation communication systems, meet EN 966 and DOI Aviation Life Support Equipment (ALSE) requirements, and be delivered complete with all integrated components including dual-visor system, carbon hard visor cover, comfort liner, civilian helicopter interface with 12-inch coil cord and U-174 plug, 300-ohm speakers, electret microphone with wire boom, high-noise environment microphone, ANR-compatible ear cup spacers, CEP mono kit, foam microphone muff, DOI certification kit with Fidlock chinstrap, comfort ear cups, and all required labeling. The product/service code is 8475 (Specialized Flight Clothing and Accessories). All helmets must be delivered complete and fully operational with all components installed, tested, and ready for immediate use.
