About this file

This is a Revised Statement of Work (SOW) for the Cahto Peak Road Improvements Phase 2 project for the Bureau of Land Management (BLM) Arcata Field Office in Mendocino County, California. The project involves road-related construction services along approximately 5 miles of rural dirt and aggregate surface road, with specific tasks including installing 3 new 18" Corrugated Metal Pipe (CMP) culverts, upgrading associated ditches and surface drainage conditions, and implementing road grading improvements.

The project's key objectives are to reduce road maintenance burden, improve stormwater drainage, and enhance vehicle accessibility to private and public lands, including hunting areas, timber harvest plan regions, and critical infrastructure communication towers. The work includes constructing an 800-foot inslope ditch, a 300-foot rock armored ditch, installing three 18" Aluminized 12-gauge CMP cross drain culverts with accompanying rolling dips, and grading approximately 4.7 miles of aggregate road surface. The period of performance is 60 calendar days, beginning within 7 days of Notice to Proceed, with all work to be completed by October 31, 2025. The project will follow Pacific Watershed Associates roadwork specifications and requires careful erosion control, environmental protection, and drainage management.

SOW 1.0 Background on the Government’s Requirement

The Bureau of Land Management (BLM) Arcata Field Office requires roads-related construction services to Cahto Peak Road in Mendocino County near the community of

Laytonville (see Figure 1). The project will install 3 new 18” CMP culverts and upgrade associated ditches and surface drainage conditions along ~5 miles of rural dirt and aggregate surface road. Cahto Peak Road provides access to private lands, public lands including hunting and timber harvest plan areas, as well as critical infrastructure interagency communication towers serviced by PG&E and telecommunications companies. The intent of this project is to reduce the maintenance burden by addressing drainage issues which could lead to road closures and threats to health and human safety.

SOW 2.0 General Scope of Work

Services include the construction of an inboard ditch along 800 feet, a rock armored ditch along 300 feet, installation of three 18” Aluminized 12-gauge CMP cross drain culverts plus three accompanying rolling dips, and a general grading prescription for the remaining ~4.7 miles of aggregate surface on Cahto Peak Road. The site locations are shown on the maps in Figure 2 and the table below lists the general scope of work entailed for each site. Culvert installation sites will be accompanied by installation of rolling dips and rock armoring on the approaches. Rock armoring of the culvert approaches shall use 6-12” angular drain rock in an 18” thick vee-shaped wingwall formation, 4 feet in length and of varying height depending on road and inboard ditch conditions. BLM will stake out the exact locations AND MARK ANY BURIED

UTILITIES prior to the Notice to Proceed. Specifications for rolling dips are provided in

EXHIBIT 3: PWA HANDBOOK SPECIFICATIONS and the Contractor will be required to adhere to these in order to provide all season vehicle passage. HEAVY EQUIPMENT

CAN BE STORED OVERNIGHT AT THE TOP OF CAHTO PEAK BEHIND

GATED BLM LAND OR CONTRACTOR CAN CHAIN EQUIPMENT UP AT ANY

Quality Assurance and Control.

The Contractor shall follow QA/QC guidelines in the California Department of

Transportation (CalTrans) Construction Manual, Chapter 4, Section 26 related to application and compaction of aggregate base materials. Specifically, the following guidelines shall be followed:

• Ensure that the aggregate base is spread on the subgrade without significant segregation. Normally you would verify this through observation, but if problems persist, support your observations with a sieve analysis. If segregation is taking place, it can sometimes be avoided by wetting the material before it is hauled to the job or before spreading operations start.

Watering and compacting go hand in hand. It is important that the proper amount of water is evenly distributed in the aggregate at the time of compaction.

• Sample the aggregate base at the time it is deposited on the roadbed. Observe delivered aggregate base to ensure that it is clean of debris and other harmful materials.

• Observe the compacting operation to ensure that the material forms a uniformly firm, stable base.

• Measure the thickness of the completed aggregate base. Use your judgment to determine the number of measurements necessary. The minimum acceptable thickness equals the planned thickness minus the sum of the specified tolerance for high subgrade and the specified tolerance for low-finished aggregate base surface.

No testing, as outlined in the CalTrans Construction Manual Section 26, shall be required. The BLM reserves the right to conduct independent testing to verify suitability of materials and application procedures. The Contractor will not be responsible for any independent testing costs. Government reserves the right to complete, finalize, and approve any quality assurance.

Environmental Controls:

The presence of archaeological resources, sensitive soils and private lands within the project area requires that all vehicles and equipment operate on the existing roadway. No work shall occur if moisture conditions are sufficient to cause rutting or pumping of sediment on the road surface.

SOW Page 7

Site Use Plan:

All vehicle and equipment use shall be restricted to the existing roadway. Existing pull-outs may be used for equipment staging and materials storage. Other sites may be utilized for staging, storage, or disposal of excess soils subject to the Contracting Officer or their representative’s approval. At the conclusion of work, all storage and staging areas shall be restored to a free-draining condition. All excess soils will be groomed to match existing topography as feasible. No hazardous materials or fuels shall be stored within

150 feet of a watercourse.

Contractor shall provide for public access through the work site with no more than a five-minute delay. Contractor shall provide signage warning vehicles of the road work.

Traffic Control:

Contractor shall provide traffic control and manage road closures. Road closures shall be kept to a minimum, only as required for the culvert removal and installation. Closures shall not last more than 4 hours at a time and only during weekdays. Post notification signs at least 24 hours prior to road closures in clear view at the bottom of the road and top of the road. Limit the sections of the road that are closed to only the areas immediately adjacent to the work. Plan for designated areas for vehicles to turn around.

Road access shall be re-established by the end of the workday.

Water Diversion:

If water is still running in the streams at the time of construction, the contractor shall divert water around the work area and back into the stream prior to working in the stream channel. Provide temporary bypass piping and cofferdams at the inlet.

SOW 3.0 Overall Objective(s)

The objective of this work is to improve road stormwater drainage which will reduce maintenance costs and safeguard health and human safety by improving vehicle accessibility to private and public lands including critical infrastructure communication towers. Public Lands accessible by Cahto Peak Road are used for hunting and camping.

Upcoming timber harvest plans in this area require safe roads for logging trucks.
