About this file

This document is a Questions and Answers (Q&A) list for the Cahto Peak Road Improvements Phase 2 project, dated 7/23/2025, issued by the Bureau of Land Management (BLM) California Region. The Q&A addresses eight key contractor inquiries regarding the road improvement project, including water sourcing, compaction testing, spoils management, landscape fabric handling, equipment storage, utility markings, traffic control, and culvert installation requirements.

Noteworthy details include water sourcing from the Laytonville County Water District at $150 deposit and $25/month service fee, confirmation that contractors are not responsible for compaction testing, specific instructions on handling native rock and landscape fabric, and guidance on equipment storage and traffic control. The project involves road improvements with specific treatment sites, culvert installations, and considerations for local communication contractors and hunting seasons. Contractors must adhere to BLM guidelines for site management, including no spoils left on BLM land and careful culvert installation matching specified diagrams.

BLM CA - CAHTO PEAK ROAD IMPROVEMENTS PHASE 2

Q&A LIST

DATE: 7 / 23 / 2025

Question 1. Where will contractors get water?

Answer Water used to achieve compaction shall be supplied by the contractor. One possible source is the Laytonville County Water District. They have equipment to fill water trucks at the Laytonville Fire Station, located at 44950 Willis Ave.

Rates: $150 deposit, $25/month service fee, $20/100 cubic feet

Reference See SOW General Specifications, Page 4.

Question 2. Does the contractor have to do compaction testing?

Answer The contractor is not required to perform compaction testing. The contractor will use water to achieve proper moisture conditions for compaction adhering to PWA guidelines in Exhibit 3.

Question 3. Is there a designated spoils pit on nearby BLM land?

Answer No spoils shall be left on BLM land. Native rock shall be reused with the required rock placed on top. Cleared brush shall be removed from the site by the contractor.

Question 4. Is there any preexisting landscape fabric on Cahto Peak Rd and what should the contractor do with it?

Answer During the site visit on 7/7/25 it was discovered that the stretch of road along Treatment Site 1 has landscape fabric beneath the existing base rock. Contractor shall leave the fabric in place, spread new rock on top of existing base and compact.

Amendment No. 001

Question 5. Is there any locked laydown yard for overnight storage of heavy equipment on adjacent BLM land?

Answer The nearest BLM land behind a locked gate is at the top of Cahto Peak, ~4.7 miles up the road from Treatment Site 5. The contractor is welcome to use that space and will just have to decide with the COR. There are a handful of turnouts closer to the Treatment Sites. BLM is not responsible for any damage or theft of equipment left overnight.

Question 6. Are there buried utilities within the bounds of the project?

Answer BLM has requested 811 assistance with marking utilities. PG&E has stated they have nothing within the projects scope, but Frontier Communications has not responded yet. The COR will keep trying to reach Frontier to mark any buried cable.

Question 7. How to handle traffic control?

Answer Communication contractors head up to the radio towers on a daily basis. Temporary road closures are inevitable on this project and the COR will inform AT&T and American Tower of the work schedule. Cahto is in California hunting zone B-4 and Approved General Season Dates are 8/23/2025 – 9/28/2025.

Question 8. Which of the PWA culvert outlet diagrams in Exhibit 3 are required?

Answer Contractor shall install culverts such that the outcome matches the “Best” diagram on the Typical Ditch Relief Culvert Installation graphic in Exhibit 3. Note, there is a shelf 5’ below the outslope along Treatment Sites 3 – 5. Contractor shall tie the culvert to the shelf and use the rock called for in Table 1. Material Quantities.
