About this file

This is a Request for Information (RFI) document for the Little Creek Campground Improvements Design-Build project (Solicitation No: 140L0626R0005) issued by the Bureau of Land Management under the Department of the Interior.

The document comprises 40 questions and answers addressing evaluation criteria, project scope, and technical requirements for Phase One of a two-phase design-build solicitation. Key evaluation guidance clarifies that offerors must submit up to five relevant projects total (combined) demonstrating the design-build team's experience, with projects selected to best demonstrate collective capabilities rather than separating Prime Contractor and Designer of Record submissions. Key personnel shall not be identified by name in Phase One; however, prior working relationships between teaming entities may be described to demonstrate integration. Past performance records may be submitted as either CPARS or previously submitted PPQs. Regarding project scope, the campground will be closed entirely during construction, with no expansion permitted beyond the existing metal post and rail fence boundary. The Design-Build Contractor must hire third-party inspectors for concrete pours, soils compaction, and pavilion erection, while BLM retains inspection authority for other project aspects. The existing water line is 2-inch in size with unknown pressure; existing CXT restrooms, fire rings, and picnic tables will be reused. No power will be brought to the site, and water cannot be sourced from Little Creek Reservoir. The pavilion may be demolished at any time after contract award. Subcontractors need not be identified until design completion. Price schedules and preferred construction timelines will not be provided in advance; the construction schedule is an evaluation factor. Phase Two is separate and distinct from this solicitation with no information provided regarding funding or estimated project value.

PROJECT: Little Creek Campground Improvements D-B Solicitation No: 140L0626R0005

UNITED STATES DEPARTMENT OF THE INTERIOR

BUREAU OF LAND MANAGEMENT

Request for Information

# REFERENCE | SECTION QUESTIONS | ANSWERS

L-9.b – Factor 2 – Design-Build Experience

Q: Can we submit projects that are 85% complete as past experience?

A: Yes. Projects do not need to be completed.

L-9.c – Factor 3 – Design-build Past Performance1

Q: Can we submit previously submitted PPQs in lieu of CPARS? With going back 7 years, some points of contact are no longer around.

A: Yes, either CPARS or PPQs can be submitted. The Government may contact references and consider past performance information from other sources.

Factor 2 – Design-Build Team

Q: How is “Design-Build Team” defined?

A: For Phase One, the Design-Build Team consists of the Prime Contractor, Design firm, and other proposed firms, disciplines, and/or trades that are integral to the management, design, and delivery of the project.

Offerors shall not identify key personnel by name in Phase One.

Q: If the Design-Build Prime Contractor and Designer of Record have not previously performed as a team under the current corporate entities, will the Government consider demonstrated prior working relationships between proposed key personnel and team members when evaluating team integration and ability to function as an integrated Design-Build team?

A: Key personnel by name are not identified in Phase One. If the Design-Build Prime Contractor and Designer of Record have not previously performed together under their current corporate entities, offerors may describe relevant prior working relationships between the teaming entities or otherwise explain how the proposed team is organized and integrated to successfully perform the requirement. However, because key personnel are not identified in Phase One, offerors shall not identify or rely on the prior working relationships of specific individuals to demonstrate team integration.

Q: Beyond the required lines of authority, communication pathways, design disciplines, and construction trades, does the Government expect identification of proposed key personnel by name in the Phase 1 Organizational Chart?

A: No. Offerors shall not identify key personnel by name in their Phase One submission.

Q: Does the Government require identification of anticipated specialty subcontractors and trade partners in Phase 1, or is identification of construction trades and management structure sufficient?

A: Identification of construction trades and the proposed management structure is sufficient to satisfy the Phase One organizational chart requirements.

Factor 3 – Past Performance

Q: For relevant project experience, may projects be submitted that demonstrate experience of individual Design-Build team members where the Prime Contractor and Designer of Record did not perform together as a formal Design-Build team?

A: Yes, projects demonstrating experience performing design-build projects with similar scope, size, and complexity by individual design-build team members will be considered. The role performed must be clearly identified.

Q: For evaluation under Factor 3, does the Government prefer a balance of construction-focused and design-focused relevant projects that collectively demonstrate the capabilities of the proposed Design-Build team?

A: Phase One focuses on capabilities, relevant experience, and past performance of the design-build team. The offeror should select the projects that best demonstrate this.

Q: For Factor 3, will the Government evaluate the collective experience and capabilities of the proposed Design-Build team, or place primary emphasis on projects completed by the Design- Build Prime Contractor?

A: Phase One focuses on capabilities, relevant experience, and past performance of the design-build team. The offeror should select the projects that best demonstrate this.

The solicitation states that Offerors shall provide up to five (5) relevant projects demonstrating the Design-Build Team's experience and technical competence on projects of similar size, scope, and complexity.

Question:

For Factor 3, Relevant Project Experience, does the Government intend for Offerors to submit:

1. Up to five (5) total projects representing the collective experience of the proposed Design-Build Team (Prime Contractor and Designer of Record combined); or

1. Up to five (5) projects from the Prime Contractor and up to five (5) projects from the Designer of Record, for a potential total of ten (10) projects?

Additionally, if the Government intends the submission to be limited to five (5) total projects, may those projects be distributed between the Prime Contractor and Designer of Record in any combination (e.g., two projects from the Prime Contractor and three projects from the Designer of Record) to best demonstrate the qualifications of the proposed Design-Build Team?

A: Up to five (5) projects total (combined) will be considered under Factor 3- Design-Build Team Experience. Factor 4 - Design-Build Team Past Performance requests the past performance record (CPARS and/or PPQs) for the projects presented under Factor 3. The offeror should select the projects that best demonstrate this.

Q: Would the Government permit the Contractor to schedule the demolition of the existing pavilion during the winter months to minimize potential conflicts with migratory bird nesting restrictions?

A: Yes, the pavilion could be demolished at any time after contract award.

Q: What features of the existing campground does BLM want to preserve?

A: BLM will preserve the existing picnic tables, fire pits, camp site markers, and vault toilets.

Q: What seasonal restrictions related to wildlife, nesting, or other sensitive resources require consideration when developing the construction schedule?

A: See page 19 of the SOW for seasonal restrictions. BLM will conduct surveys prior to the start of construction and provide buffers where appropriate to minimize any disruptions to the construction schedule.

Q: Does BLM anticipate keeping portions of the campground open during construction?

A: No, the campground may be closed in its entirety during construction.

Q: Would the government be open to expansion of non-campground use to the north for recreational activities if in the budget?

A: The metal post and rail fence outlines the boundaries of the existing campground. No expansion will take place outside of that fenceline. This limits expansion possibilities.

Q: Is city water currently on site? If so, where are the hydrants currently located?

A: Yes, water from Randolph City is currently on site. There is only one hydrant which is located adjacent to the group site pavilion.

Q: Whereas this is a federal project, will this project be under the local jurisdiction of building inspections/permits - for example, the erection of the metal pavilion, concrete pours, rough-ins for electrical provisions, water lines (it is understood that we have to follow state and county regulations, but who will be the inspecting entity (s))?

A: The Design-Build Contractor will be responsible for hiring a third-party inspector to provide inspections for concrete pours, soils compaction, and metal pavilion erection. The BLM will be the inspecting entity for all other aspects of the project.

Q: Fencing and Turf are specified within the SOW, but not identified as to quantities, nor identified in the preliminary schematic drawings. Please advise as to initial thoughts on these items.

A: Fencing shall only be required to provide delineation between for example, the main parking lot and the group site, or to help delineate campsites. It may be actual fence material or it could be natural features such as boulders. There is currently no preference from the BLM on this.

Turf should be removed. The only vegetation to be planted are trees and shrubs with grasses where disturbed areas are re-claimed. Quantities of trees and shrubs should be identified by the Design-Build Teams Landscape Architect to provide shade at each campsite and provide for improved aesthetics around the campground.

Q: Is there a pricing schedule available for this project, or is that expected within the CM-16 form?

A: The Price schedule will be provided to offerors invited to Phase Two.

Q: Can you provide a link for the CM-16 form that you would like to use for this project?

A: The CM-16 form is not required.

Q: Is there/was there a pre-bid walk-through of the project? If this has already passed, can you share the questions and answers from that walk-through?

A: Site visit details were provided in the solicitation. Responses to questions will be issued via amendment on SAM.gov.

Q: It is stated on page 13 of the SOW that all subcontractors must be stated within the proposal.

It is best practice to fit the plan to the strengths of subs. As the plans/products are not clearly identified (i.e., welders vs. pre-fab assembly for pavilion), is there a workaround for submitting subs upon completion of plans/products?

A: Subcontractors are not required to be submitted in Phase 1 of the Solicitation. Some Subcontractors won’t be identified until the design phase is completed which is acceptable.

Q: What is the preferred timeline of the construction phase of the project? including preferred completion.

A: The Government cannot provide a preferred construction timeline or completion date in response to this question. The proposed project schedule, including the construction duration and completion approach, is an evaluation factor under the solicitation.

Q: Will the campground be closed during construction?

A: Yes

Q: Is camping on-site allowed during construction?

A: The campground will be closed to the public during construction. Contractors may camp on site during construction after receiving approval from the Government however the site is small so there is limited room for construction activities and camping if multiple contractors are wanting to stay on site.

Solicitation

Q: What is the deadline for submitting bids

A: Proposal due date is identified in the solicitation or as amended.

Solicitation

Q: Is funding secured for Phase 2 of Construction? Will the CO provide an estimated project value range?

A: Phase 2 is distinct and separate from this solicitation. Information related to Phase 2 construction will not be provided.

Division 22

Q: What is the size and pressure of the existing water line on site?

A: Water line size is 2-inch, we were unable to get a pressure from the City at this time.

Division 02

Q: Will the BLM be reusing existing facilities such as CXT restrooms, fire rings, picnic tables?

A: Yes, the BLM anticipates reusing the two CXT restrooms and the fire rings and picnic tables that are on site. Refer to the quantities identified in the SOW because additional fire rings and picnic tables will need to be provided.

Q: Is the BLM planning on increasing the number of sites or capacity for users at the sites?

A: No, the number of camping sites will remain the same.

Q: Are the existing vault toilets that need to be moved two piece units?

A: Yes the building and floor are one unit and the vault is a second unit.

Q: What is the boundary of the site?

A: The boundary of the site is defined by the metal post and rail fence that encompasses the entire campground.

Division 31

Q: Does the site entrance need to remain at its current location, or can it be relocated to improve site traffic flow?

A: The site entrance can move if the Design-Build Contractor sees improvements or efficiencies from doing so.

Q: Are there plans to bring power to the site?

A: No plans to bring power to the site.

Q: Are the locations of existing utilities known?

A: The only utilities on site are potable water and the location of that line is known.

Division 01

Q: Should fire protection be incorporated in the construction?

A: No.

Q: How is the water line to be terminated between Phase 1 and Phase 2 of construction?

A: It is anticipated that the water line will be stubbed out to Phase 2 and capped for the future construction.

Q: Can water be pumped from Little Creek Reservoir for construction purposes?

A: No, the BLM doesn’t have any water rights from Little Creek Reservoir that would allow use of that water.

Q: The drawings indicate an area marked for restoration, but it appears that work has been completed. Can you confirm?

A: Yes that area has been rehabilitated and can be excluded from the project requirements.

Q: Are we allowed to demolish the group site pavilion before the design is completed? This could help with wildlife issues in the spring.

A: Yes the pavilion could be demolished at any time after contract award.
