About this file
This document is a Questions and Answers (Q&A) file for a Fire Command Vehicle Upfitting solicitation (Solicitation Number: 140L0625Q0005) issued by the Department of the Interior Bureau of Land Management National Office. The Q&A provides details on vehicle procurement estimates, spanning a five-year IDIQ contract with a total estimated value of $6.3M. The vehicle breakdown includes multiple DOI Class types (651, 653, 654, 655, 658, and 670), with annual procurement estimates ranging from $42K to $525K per vehicle class.
The Q&A document addresses three key questions: vehicle mix details, documentation completion requirements, and quote submission contents. Notably, SAM.gov registration is required for quote submission, and quoters are expected to provide detailed calculations, engineering drawings, and component information based on their proposed quote. The solicitation appears to be for upfitting fire command vehicles, with the procurement spread across multiple vehicle classes and fiscal years from 2025 to 2029.

Question 2: Relate to the documentation labeled “Combined Synopsis and Solicitation”, the document is fairly large with 34 pages and amongst the pages there are several pages that have open fields requesting information. As an example, on page 25/26 the document is asking for certificates regarding knowledge of child labor for listed end products then check fields related to those questions. The question on all of these items throughout the document is are we required to answer every open field in the document or is it only questions that pertain to the company?
Answer 2: If there is an active System for Award Management (SAM.gov) registration for your company, these questions have already been answered when the entity was registered or re-certified on SAM.gov. If not, the easiest way to answer these questions is to register in SAM.gov. An active SAM.gov registration at the time of quote submission is required.
Continued on next page.
Question 3: At the end of this document there is a list that states 52.212-1 Addendum - Quote Submission Package Contents. In this section, it asks for detailed calculations, engineering drawings and all components, brands and materials used on the apparatus. Considering we haven’t done any work to the vehicle yet how would we accommodate the information needed for this question?
Answer 3: The quoter should provide the required information and calculations based on the components and prices in the quote submission.
