About this file

This document is a Questions and Answers document for a Bureau of Land Management (BLM) project for a Fire Engine Storage Structure Replacement in Utah (Solicitation 140L0625B0009). The project involves constructing a new building with specific technical requirements, including new heater units, wall panels (24 gage, 2 ½" thick insulated metal panels), pallet racks (5,000 lbs per level), and a new gas line between a hazmat shed and the new building. Key technical clarifications include using 16-gauge metal studs, R-39 ceiling insulation, and requiring 6" of engineering fill under all slabs and footers compacted to 95% of standard proctor.

The solicitation includes several important project details: Davis-Bacon wages apply, the project is not tax-exempt, there are no liquidated damages, and the government will make its best effort to award the project timely. The project involves resolving multiple specification and drawing conflicts, such as discrepancies in wall panel types, steel tube sizes, and insulation R-values. Contractors should note that metal building delivery may take 90-120 days from submittal approval, and the government will work with contractors on potential supply chain delays.

GAOA – RFO Fire Engine Storage Structure Replacement, UT

Questions and Answers

1. On the Mechanical Plan it says relocated heaters. Are the heaters from another building? Or do we figure new units? I did not see a schedule for the heaters.

A: All heater units will all be new. Please see Attachment 8 – Revised M1.0

Mechanical Plan Drawing. Please refer to section 15540 for Heater requirements.

2. I was looking at the specifications and under the Pay Item schedule on Page 12, it mentions an evaporative cooler and a compressor storage building. In the plans or specifications, I do not see any reference about a compressor or an evaporative cooler, and it wasn’t mentioned in the meeting either, so I want to make sure I am not missing something.

A: Correct, there are no evaporative coolers or compressor storage buildings on this project. This Pay Item chart was inadvertently added to paragraph 4.2 in the

Specifications attachment. Please ignore the references in the Pay Item chart

3. The Metal Building schedules won't allow for the current construction schedule. The current trend is showing that metal building won't be onsite for 90-120 days from submittal approval. Can the project schedule adjust for that issue?

A: The contractor is required to follow the requirements contained within Section F of the solicitation and specifically FAR 52.211-10. The government will work with the contractor regarding any delays due to supply chain issues.

4. Are there any liquidated damages for this project?

A: No, this project does not have any liquidated damages clauses.

5. Is this a Davis-Bacon wage project?

A: Yes, Davis-Bacon does apply to this project. Please see Attachment 3 – DOL

Wage Determination for more wage information.

6. How long after bid results will project be awarded?

A: The Government will make its best effort to award the project timely.

7. Is this project tax exempt?

A: No, this project is not tax-exempt.

8. What are the R-values of the wall insulation?

A: Please refer to the specifications 07210 paragraph 2.1. Drawings call for R39 and spec’s call for R43 in the ceiling. Please change specification 07210 paragraph

2.1.A.1 to read R=39 minimum for ceiling.

9. The plans call for insulated wall panels, but the specs call for PBR panels. Will PBR panels be accepted?

A: Wall panels are to be per drawing note A1.2. Wall panels are to be 24 gage, 2 ½” thick insulated metal panel. Based on MBCI 2 ½” panel for mental buildings or approved equal.

10. The car port structure calls for posts to be 1/4x4x4 tubing in one location and 1/4x6x6 in another. What is the proper size of the steel tube?

A: All posts are ¼”x6x6. Detail A on sheet A2.1 is incorrect. Refer to detail C on sheet A2.1 and structural drawings requiring posts to be ¼”x6x6.

11. Drawings and specifications conflict as to what the gauge of the metal studs are to be.

Please specify?

A: The drawings call for a 16-gauge stud and the specifications call for a 25 gauge.

Please change specification 05401 paragraph 2.3A to 16 gauge. This is due to the height of the wall.

12. Is the gas line a new service?

A: Contractor to provide new 1” gas line between the hazmat shed and new building. existing service. Please to plan sheet C1.0.

13. The following questions are about the pallet rack. It states the load is 10,000lbs, is that 5,000 per level or 10k per level?

A: 5,000 lbs. per level or 10,000 lbs. total load on each individual rack provided.

14. Are we warning beams and racking on the ground level or can they just put the pallets on the ground?

A: I believe this question is referring to the pallet racks. Yes, the pallets racks can be secured to the ground.

15. Is it wire decking for these racks?

A: No, they are to be a solid shelf.

16. Does this racking system need to be engineered and have permits, that is common?

A: No permits or engineering are required if the racking system is bought commercially.

17. Typically anchoring to the floor is the new way to do it, can we get away with that or do they want to, no matter what, to put anchors on the purlins?

A: I believe this question is referring to the pallet racks. Yes, the pallets racks can be secured to the ground.

18. Is engineering fill required under the footings and slabs of the buildings.

A: Yes, 6” of engineering fill is required under all slabs and footers of the building.

Compact to 95% of standard proctor.

19. Can we use anchor plate vs putting a post into the column base.

A: Yes, please refer to drawing sheet S-502.
