Questions & Answers

1. Are we allowed to drive steel casing if the formations we are drilling through are unstable? This means that the casing may nor may not be retrievable. Please refer to section WY-02671.

2. Is cuttings disposal on site is acceptable? Please refer to section WY-02671.

3. During development, Can the development water be run out onsite? Please refer to section WY-02671.

4. Regarding Section B: Bid Schedule - Bid Guarantee. Bidders shall provide a 20% bid guarantee in accordance with FAR Provision 52.228-1.

Guarantee shall be provided in electronic copy and included as part of the electronic bid submission, so asto be received no later than the closing of the solicitation (Block 13a of the SF1442). Is the “bid guarantee” referring to a bid bond? YES

5. L-4 Performance and Payment Bonds- How long is the bond to be in place from the time the contract is complete? 6 months, 1 year, 2 years, ect. Please refer to clause 52.228-15

6. Is there a per day penalty for work not completed past the scheduled completion date?

Liquidated damages are not included. However, late performance can negatively affect the contractor such as but not limited to their CPARS report.

7. Is there any geophysical information from the nearby area that would hint towards what we will be drilling through. None that BLM is aware of, and are none found that ran to the surface when the Well Site Investigations (WSI's) were completed.

8. Is the 5” pilot hole mandatory? We would propose to just start drilling operations with the 9 7/8” bit. Please refer to section WY-02671.

9. Are Davis Bacon wage requirements in effect for this project. YES.
