Solicitation Section L, Page
Paragraph L-8, (c) Brief Letter requests offerors to provide a DUNS. Can you please confirma that since SAM is no longer using DUNS that offerors can provide the SAM Unique Entity Identification (UEI) number and disregard instructions to submit DUNS numbers.
A DUN and Bradstreet number continues to be required. The Government uses it to request a D&B report that is required for contracting award responsibility matters.
Solicitation Section L, Page 36 and Section B, Page 7
Paragraph L-10 outlines Volume 3 Pricing to include the (1) Supplemental price breakout and
(2) Limitations on Subcontracting Breakout form.
Further, it states, "Price breakout total price must match SF1442 block 17."
Section B states "Offerors shall submit: 1) SF1442
– insert total price into block 17 and include all additives (if included in solicitation), 2) a completed supplemental price breakout (see attachments), and 3) Limitations on Subcontracting Breakout (see attachments)."
Can the government please confirm that offerors are NOT required to include the SF1442 and Continuation Page in Volume 3 since it will be provided in Volume 1?
Volume 3 submission requirements shall be followed.
Please note, a copy of the SF1442 is not a listed submission requirement for Vol 3. However, the Total Price Breakout must match the SF1442 block 17 as submitted with Vol 1.
Solicitation Section L, Page
Paragraph L-7 (d) states, "The proposal shall be within the required page limitation and each page in each section must be consecutively numbered.
Can you please confirm that "each section must be consecutively numbered" refers to the sections within each volume [e.g., (a) SF1442, (b) Amendment Acknowledgement, (c) Brief Letter, etc. ] and that each volume is NOT required to be consecutively numbered?
Each volume is saved as a document and is to be numbered consecutively and within the Total Page number Limitations.

Solicitation SF1442 Continuation Page (Page 3)
The continuation page includes two line items :
00010 for Phase 1A and 2A and 00020 for Phase 2C (Additive) with columns for Unit Price (E) and Amount (F). Does the government require that offerors include pricing for each of the line items on Page 3 in addition to including our total price in SF1442 Block 17?
No. Please follow the SF1442 Completion Instructios which show what must be completed. You will note the amount on the SF1442 is to include your TOTAL proposal amount. That means both price break out 1 and price breakout 2 combined.
Is there a place near the project location we can get water from? For lesser amounts a garden hose can be used from the
Fairbank Townsite. For larger volumes a hydrant at the BLMs wareyard, Carr Barn, is about 30-40 minutes south of project area can be utilized.
Drawing Do braces need to be painted? If so can we paint our own with rust proof paint?
Painting is not a condition for this bid. The use of 80% or better schedule 80 pipe is the largest factor of product life.
SOW page 4 Just to clairfy you want 6' t posts on the entire project except for about a mile of really rocky terrain and on that portion we can use 5'6" t posts? Correct. Any soils that wont allow for posts to be driven to desired height 5'6" can be used.
SOW page 4 #3 It doesn't clarify how many metal stays between t posts? 1
Davis Bacon Wage The DBW you have uploaded are wages for a dam builder? There is no wage for fence builder or general laborer? Would this qualify under heavy construction highway fence, fence builder?
The incorrect determination was attached. The correct wage determination has been included with this amendment and shall replace the original one.
SOW page 6 # j Does each gate require a custom lock? Does not say in wording. No. Just those that have a roadway through them.
If there is any areas that pipe bracing cannot be driven, are we to dig a hole and set the pipe in concrete?
Certain conditions will be allowed based on a case by case basis as we wont know til construction starts.
Permission must be granted by the CO prior to work being done for any differing site conditions.
Attachment 4 breakout on sub contractors
If we are not subcontracting can we leave this portion out? Please complete and submit the form while stating "No-subcontractors shall be used"
Price Breakout Can I copy your price breakout and put it on excel so I can better utilze, read and submit it? Your copy is PDF and very small font. No
