Construction Statement of Work 29 March 2024

1.0 OVERVIEW

The BLM is soliciting proposals for the construction of the approximately 12,200 sf single-story Cahuilla Ranger Station at the Imperial Sand Dunes in Brawley, California. The existing Cahuilla Ranger Station site is partially developed and includes: main modular office building (for visitor reception, ranger station, and emergency services), modular bunkhouse building, water well, parking areas for personal and government vehicles of various types, storage shed, storage containers, fuel pad, covered storage buildings for equipment and vehicles, asphalt site road, a public vault toilet building, a telecom vault shelter, a 180 ft. radio tower (Navy owned), and a perimeter security fence around the site. The new facility will replace most of the existing buildings including the modular office and bunkhouse buildings.

Various existing elements such as the vault toilet, fuel station, ranger station sign, and flagpole will be relocated. The existing telecom vault shelter, radio tower, and water well will remain in place.

The existing ranger station consists of a modular building assembled in the mid to late 1980’s to provide space for law enforcement rangers, emergency medical services (EMS) and visitor services staff, which includes fee collection and providing information to the visiting public. This building is greater than 30 years old and falling apart, and is not large enough to accommodate visitor and staff needs to provide a safe and healthy environment while managing recreational experiences.

The new replacement building will provide administrative office and visitor reception space, law enforcement space, emergency medical services space, employee sleeping rooms, and storage space for various vehicles for government employees while working at the Cahuilla Ranger Station site at the ISDRA. The project includes demolition of the existing buildings and constructing a new facility in approximately the same area. The project also includes the development of the site encompassing the entire Cahuilla Ranger Station including parking, landscaping, security, and communications.

2.0 GENERAL SCOPE OF WORK

This project is for the construction of the replacement Cahuilla Ranger Station facility. Major work includes demolition or relocation of existing structures and appurtenances, demolition and reuse of existing asphalt paving, site development including grading, paving and landscaping, and construction of the new ranger station building (see provided construction documents for full scope of work). The Contractor shall have a minimum of (10) years of experience constructing facilities similar in size, scope, and materials. The Contractor shall submit as part of their proposal a list of at least (5) completed past projects (going back at least 10 years) showcasing their experience constructing facilities similar to the new Cahuilla Ranger Station. The Contractor shall furnish all labor, materials, and equipment necessary to complete the project as described in this Statement of Work (SOW) and further detailed in the Cahuilla Ranger Station Final Construction Documents.

The Contractor shall ensure that BLM has continuous 24/7 access to the existing fuel tanks located on the northern portion of the site until the new replacement fuel stations are built and ready for use. Phasing of the site grading and parking lot construction or relocation of the existing fuel tanks may be required.

In addition to the base price for the main facility, Contractor shall include price and schedule estimates for including the three (3) additives shown on sheet CS102 of the construction drawings (see Attachment 1).

Additive 1 involves providing stabilized parking and drive areas. Additive 2 involves providing a stand-by generator. Additive 3 involves providing landscaping plants, irrigation lines, and decorations.

The project site is located in a somewhat remote area approximately 20 miles from the nearest major town of Brawley, CA. Cell service may be unreliable at times, especially during periods of high traffic and recreation activity in the dunes area. The site does not have water or sewer utilities – the Contractor is responsible for supplying water for consumption and construction, for providing portable restrooms, and for providing waste & trash removal services on site. The Contractor is responsible for documenting and reporting to BLM the amount of construction/demolition waste (by weight or volume) disposed of, recycled, or reused. The Contractor shall make reasonable efforts to recycle or reuse waste if able. The

Construction Statement of Work 29 March 2024 site features an existing water well – however, it has not recently been tested for water production quantity and is assumed unavailable for use.

The project site is located on Gecko Road and sits near the intersection of Gecko Road and State Route

78. The contractor is responsible for providing traffic control services as necessary during construction to ensure a safe flow of vehicular traffic. The Imperial Sand Dunes recreation area is heavily trafficked by the public typically from October to April with typical vehicles consisting of RVs, pickups, towed trailers, and sandrails. Construction activity must not impede emergency service vehicles responding to emergencies.

Contractor is responsible for the safety and security of personnel and property on the project site including the construction area, staging area, and worker camp (if applicable). Contractor shall install a 24-hour video surveillance and recording system to monitor the construction site and install perimeter fencing and locked gates to prevent unauthorized access during off-hours.

Contractor shall install timelapse camera(s) to capture the entire construction progress for the whole site and provide a timelapse video showcasing the full construction progress from demolition to completed construction of the new facility.

Contractor is responsible for the proper handling and disposal of hazardous material found on the project site. The main office building, bunkhouse building, and warehouse shop were surveyed and sampled for asbestos containing materials (ACM) and lead based paint. No ACM or lead was found in the sampled materials.

Contractor must adhere to all local, state, and federal environmental regulations. Contractor shall submit the following plans as applicable:

• Spill Prevention, Control, and Countermeasure Plan (SPCC):

The Contractor shall comply with the Oil Pollution Prevention requirements as described in 40 CFR Part 112. If applicable, the Contractor shall provide a Spill Prevention, Control, and Countermeasure (SPCC) Plan for this project that meets the requirements of that regulation.

• Storm Water Pollution Prevention Plan (SWPPP):

The Contractor shall comply with requirements of the NPDES General Permit for Discharges of Storm Water Associated with Construction Activity, Construction General Permit Order 2022- 0057-DWQ. If applicable, the Contractor shall provide a Storm Water Pollution Prevention Plan (SWPPP) that meets the requirements of that General Permit.

3.0 OVERALL OBJECTIVE(S)

The objective of this project is to replace and improve the existing Cahuilla Ranger Station facility to ensure that the BLM and other cooperators are able to better serve the public, and to ensure that Government employees and other workers have a safe and healthy working environment. The improved facility will provide enhanced emergency, administrative, and recreational service capabilities.
