About this file
This document contains the questions and answers from a pre-bid site visit for the Fubar Detention Dam Decommissioning federal contract opportunity. The site visit was held on June 28th, 2022 at the project location and was attended by representatives from several construction firms. Questions posed by prospective bidders covered topics such as project requirements and specifications, material sources, construction sequencing and scheduling, access, permitting, and payment terms. The Bureau of Land Management representatives provided clarification on issues such as the availability of construction water, irrigation flows, sage grouse restrictions, disposal of cleared vegetation, and temporary access roads. The document aims to ensure all bidders have the same understanding of the project prior to submitting bids for the solicitation.

QUESTIONS ANSWERS
Does the job have specific sage grouse restrictions? No, project in general habitat, closest lek 7.5 miles away, no evidence of sage grouse use.
Does the irrigation water taper off in the fall? There is irrigation drainage into Fubar Reservoir year-around. There are no flow records, but observations indicate flows are higher during the irrigation season in the summer and early fall.
When do anticipate site work starting? The work will commence IAW with the solicitation. The Government anticipates award prior to fiscal year end.
Who will be performing the infield inspection? Will this come out of your office or a third party? There will likely be a title III inspector and the Government.
As I’m sure your aware the project has specific ASR negative aggregate requirements for the concrete. Do by chance know if any of the local sources can meet the requirements?
No, concrete aggregates from local sources have not been reviewed for compliance with the ASR requirements.
Will BLM consider a winter shutdown due to an anticipated fall start date? It would not be beneficial to the project to do work during winter months if weather does not allow, and due to volatile pricing, work should start during the 2022 season as soon as the NOA and NTP are agreed upon.
No, the period of performance will run continuously.
Are the construction access roads to the spreader dikes to remain after construction?
The spreader dike haul roads are temporary for the contractor's use during the construction of the haul roads.
Do the access roads to the spreader dikes need to meet any design requirements?
The spreader dike hauls are temporary for the contractor's use during construction and do not need to meet any design criteria.
Is it the intention to reuse the salvaged rip rap onsite for the to be construction grouted rip rap channel? The existing riprap is acceptable for use as rockfill or riprap at any location on the project.
Is the contractor required to export all clearing and grubbing items? (trees, brush)? Paragraph 02110-3.01 allows trees and brush to be disposed of onsite.
Is access expected to remain open through the jobsite for public? Yes, refer to Paragraph 01150-2 A.1.
Is it the intention to complete the new access road from HWY 294 before any work can be completed on the dam?
There is not an earthwork balance on the access road, so some of the excavated soil from the dam will need to be used to compete the access road.
Is the contractor to supply any water to landowners downstream of the dam?
No, the reservoir does not have appurtenant irrigation demands, nor does it function as a source of irrigation water. Water pumped around work site during construction should be adequate for incidental cattle use downstream.
Are cattle in the project area at all times of the year? Cattle will not be in the allotment during the construction period.
Is there construction water available for use onsite? Inflows and reservoir water are available for the contractor's use during construction.
Is there historic and annual flow data for the reservoir? No.
Is it the intention to drain the reservoir completely for construction? Control of the reservoir level during construction is the contractor's responsibility. There is not a requirement to maintain a minimum water level in the reservoir.
Will the BLM consider due date of the bid so it doesn’t fall on a Monday? The bid due date has changed. Please refer to the latest amendment.
Is there a Geotech that can be provided? The geotechnical testing summary, test pit logs, and boring logs are provided in Appendix A of the Technical Specifications. Test pit and boring locations are shown on Sheet C1.
Is the owner providing QA/QC onsite?
The Government will be performing QA testing as described in paragraphs 02300-3.05 and 03300-3.11. The Contractor is responsible for performing QC testing at their discretion as described in Section 01400.
Is the contractor required to provide the owner with an office trailer with full power and hookups? No.
Due to severe volatility, will there be any fuel escalation clauses adapted for this project? No.
Are there any special considerations or information it would be important to consider? Please refer to the solicitation and attachments.
Can water onsite be utilized for compaction and dust control during construction of the project? Inflow and reservoir water are available for the contractor's use during construction.
Plan sheet 7 shows an 8 Inch perforated/non-perforated pipe being installed along the sides of the concrete block walls. How will this work be paid? Is it incidental to the gravel fill item?
The drainpipe system will be paid with Item 10 - Precast Block Channel. See paragraph 01150- 1.07.J.
Bid item 13 – Salvage and Replace Riprap is currently being shown to be paid by the ton. Will the contractor be required to have the material scaled offsite to verify the quantity removed?
No, the weight of the salvaged rock can be estimated using load counts and the rock density.
Will the salvaged riprap onsite have to be screened to remove the dirt or other debris removed with the material?
Salvaged riprap used for the grouted riprap channel must be cleaned of soil and debris.
Salvaged riprap used for rockfill in other locations besides the grouted channel can contain a small amount of debris.
Can the organic material (trees, brush) removed during clearing and grubbing be disposed/buried in the staging/waste area shown on plan sheet 4?
The specs allow trees and brush to be disposed onsite in locations approved by the Government.
Does the Owner know the flow rate of the water that is entering the reservoir during the construction timeline? See paragraph 02600-1.04.A for a description of the expected flows.
Where should the cost of the clearing and grubbing be included in the project?
Clearing and grubbing for the dam related work is to be included in Item 2 - Topsoil Stripping and Restoration. Clearing and grubbing related to the access road is to be included in Item 16 - Access Road.
Will the access road improvements be completed at a separate time? Plan sheet 25 shows a list of estimated quantities for the access road that should include mobilization.
The access road (Payment Item 16) and the other dam decommissioning related items are not separate projects. It is anticipated the dam and access road will be completed somewhat concurrently.
Section 01010-1.08 Field Offices and Sheds states that the contractor shall supply a field office at the site. After the pre-bid it appears that there are not telephone and utilities available onsite. Will a field office be required for the project if utilities are not available onsite?
The contractor is not responsible for a providing a field office for the Government. See revised TechSpecs.
The local concrete block supplier currently only provides block 2 foot by 3 foot by 6 foot. Would the owner allow utilization of this size block or will the block have to be 2x2x6 as stated in the plans?
No.
Is erosion control measures required during construction and if so how will this work be paid?
Yes, the contractor is responsible for preparing and maintaining the SWPPP, see Section 01060 for permit details. Include costs for erosion control measures in Item 15 - Water Control/Dewatering.
Is the mobilization cost capped at 5%? No. See revised TechSpecs.
QUESTIONS ANSWERS
