SECTION 6- EVALUATION BASIS, PROCESS AND FACTORS
6.1 BASIS FOR CONTRACT AWARD
FAR 52.212-2 -- Evaluation – Commercial Items. Addendum.
This is a competitive best value (low price-technically acceptable) source selection. To be eligible for award, the firm must be deemed responsible in accordance with FAR 9.104; provide all documentation/information required in the instruction section of this solicitation, meet all requirements of the solicitation and conform to all required terms and conditions; unless a proposed exception is accepted by the Government. Failure to comply with the terms and conditions of the solicitation may result in the firm being ineligible for award. Firms must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale.
The Government anticipates issuing one award resulting from this competitive request for quote (RFQ) to the most responsible firm whose quote is the lowest evaluated priced quote that meets all minimum mandatory criteria.
6.2 NON-PRICE/PRICE TRADEOFF EVALUATION PROCESS
Acceptability of each firm will be based on a pass/fail evaluation of Non-Price Factor 1. The below adjectival ratings below will be used in evaluating each firm’s Factor 1 quote. Any firm receiving a rating of “Unacceptable” for Factor 1 will no longer be considered for award. Price for each acceptable quote will be evaluated for price reasonableness, then ranked by total price to determine the low quote. Award may be made to the acceptable, low price firm.
Acceptable/Pass- Quote clearly meets the minimum requirements of the RFQ and adheres to all requirements and specifications of Factor 1.
Unacceptable/Fail- Quote does not clearly meet the minimum requirements of the RFQ and does not adhere to all requirements and specifications of Factor 1.
6.3 EVALUATION FACTORS
6.3.1 FACTOR 1: REQUIREMENT CAPABILITIES AND COMPLIANCE
Acceptability will be based on a pass/fail evaluation for the following:
1. An acceptable narrative that demonstrates the ability to meet all requirements of Attachment 1, Section 2, to include: the capability of supplying the materials listed under Attachment 1, Section 2.1 per the government specifications.
2. An acceptable quoted delivery time, per the government’s guidelines and within the time period stated in Attachment 1, Section 2.2.
3. An acceptable commercial warranty.
4. Acceptably completed Provisions for FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment and 52.204-26, Covered Telecommunications Equipment or Services-Representation.
6.3.2 FACTOR 2: PRICE
Price will be evaluated for reasonableness based on unit pricing and the subtotal price for the overall requirement, and will be used to determine the lowest price of those quotes determined acceptable.
