This RFQ does not commit the Government to pay any costs for the preparation and submission of a proposal in response to this RFQ announcement. All questions concerning this RFQ shall be directly submitted to Oksana Rollins @ orollins@blm.gov.

Fence posts can be either oak or pine.
6 Are new gates and gate hardware needed?

Statement of Work
Summary:
The primary purpose of this SOW is for the replacement of fencing at the Giles Run Trailhead parking area and the replacement of fencing at the Meadowood Connector Trailhead parking area at Meadowood Special Recreation Management Area (SRMA).
A. General
1. Scope – Furnish all equipment, materials, labor, and transportation necessary to complete the removal and replacement of CCA treated oak post and oak board fencing at the Giles Run
Trailhead Parking area and the replacement of fencing at the Meadowood Connector Trailhead parking area at Meadowood Special Recreation Management Area, located in Fairfax County, Virginia.
Task 1: Remove and haul away existing posts and rail fencing and associated hardware.
Task 2: Install new post and rail fencing.
Giles Run Trailhead: approximately 255 linear feet
Meadowood Trailhead: approximately 345 linear feet
Validation of linear feet shall be completed by contractor during site visit, prior to quote submission deadline.
Contractor shall construct the post and rail fence meeting the following specifications:
• Fence shall be no less than 32 inches above ground level.
• The bottom rail shall not be less than 10-inches from the ground but not higher than 12 inches of clearance.
• Open space between rails no greater than 10.5 inches.
• Rails shall be 1” x 6” rough oak boards.
• Pressure treated half-round fence posts, no smaller than 3x6 in diameter, are required;
corner posts shall be no less than 6-inch full round posts.
• Gate posts shall be no less than 8-inch full round posts. Gate posts shall be at least 60 inches above ground level.
• Gates and gate hardware present at location(s) shall be removed and retained; gates shall be re-hung on new gateposts.
• Line posts are recommended to be set into the ground no less than 24-inches.
• Corner and gate posts are required to handle greater loads and shall be set no less than
36-inches.
Attachment 1
• All posts shall be set in predrilled holes with displaced soil to be highly compacted around the post, resisting post movement. If additional material for compaction around post is needed, masonry sand shall be used.
• Fasteners used to adhere rails to posts shall be secure and smooth without jagged parts.
• A pressure-treated wood post is required. Additional preservative, black asphalt fence paint, must also be properly applied.
• Posts and rails shall be painted with a black asphalt fence paint, in a manner thoroughly coating the wood to protect the wood from the environmental elements.
• Gates shall be painted with the black rust preventative paint. 2 coats of paint shall be applied.

2. Locations – Project work areas are at: Giles Run Trailhead, 10207 Old Colchester Rd and
Meadowood Trailhead, 10324 Belmont Blvd, in Fairfax County, Virginia.
3. Site Visit – Contact the Project Manager to arrange a site visit at the Project Office, 10406
Gunston Road, Lorton, VA 22079. The Point of Contact for the project is the Project Manager
Sam Cox (skcox@blm.gov).
4. Schedule – Work shall be scheduled, to include times and locations on the project, and preapproved by the Project Manager.

b. Install of new fencing rail and posts: 15 Days

5. Pre-Work Conference – Prior to the start of any work, the Contracting Officer will schedule and conduct a virtual “Pre-Work Conference”. The Contractor’s Project Manager and Quality
Control Personnel will attend this meeting. This conference will be held at a date and time agreeable to the government and contractor. No work may be performed under this contract prior to this conference. The purpose of the conference is to enable the Contracting Officer and the
Project Manager to outline the procedures that will be followed by the Government in its administration of the contract, and to discuss the performance that will be expected from the
Contractor. This conference will allow the Contractor an opportunity to ask questions about the
Government’s administration and inspection of contract work or obtain other pertinent information that might be required. At the Pre-Work Conference, the contractor shall provide the name of the project superintendent with a telephone number for project coordination.
The following is a general list of items for discussion during this Pre-Work Conference:
i. Authority of the Technical Point of Contact and the Project Manager.
ii. Contractor’s Safety Program (including sub-contractors).
iii. Modified Activity Hazard Analysis (Submitted & accepted prior to start of work on site)
iv. Contractor’s Equipment
v. Correspondence, Communication and Administrative Procedures.
vi. Invoice and payment.
6. Permits – The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses, permits, and letters of certification. The Contractor shall comply with any applicable Federal, State, County, and Municipal laws, codes, and regulations in connection with the performance of the work specified under this contract.
7. Security – The contractor will comply with all established security policies on government property. Due to periods of heightened security that may affect the access to the areas covered under this contract, the Government reserves the right to close any property or portion of property and reschedule and/or cancel any subsequent service. The Contractor shall be given at least 24-hour notice of any such closure.
8. Contractor Conduct – Alcohol and firearms are prohibited on project grounds. Contractor and employees must comply with CFR 36 Rules and Regulations.
9. Payment – After final inspection and acceptance by the Government, the Contractor must submit an invoice in accordance with DOI-AAAP-0028 - Electronic Invoicing and Payment
Requirements - Invoice Processing Platform (IPP) (April 2013). Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing
Platform System (IPP).The invoice shall include the invoice date, contract number, dates of service, description of work, quantities, and total amount due per line item.
B. Technical Requirements:
General Requirement:
1. Summary – Furnish all equipment, materials, labor, and transportation necessary to complete the removal and installation of fencing railing and post in Fairfax County, Virginia. The work includes performing field work.
2. Safety Requirements - All work shall be conducted in accordance with all applicable federal, state, and local safety and health requirements.
3. Required Personnel, Experience & Education –
a. Contract personnel are required to have OSHA 8-hour safety training.
b. This contract requires field work in remote wooded and shoreline locations, foot travel over un-even terrain, exposure to insects, poison ivy and possible inclement weather.
c. The Contractor shall designate one employee as the site’s Competent Person (CP) who is responsible for ensuring a safe environment for all employees. The CP shall be present at the project site and report to the contractor’s upper management. The CP is required to have related service experience.
4. Accident Reporting – All accidents and near misses shall be investigated by the Contractor.
All work-related recordable injuries, illnesses, and property damage accidents (excluding on-the-road vehicle accidents), in which the property damage exceeds $5,000.00, shall be verbally reported to the Project Manager within 4 hours of the incident. Serious accidents shall be immediately reported to the Project Inspector.
5. Quality Assurance – The contractor is responsible for the quality control of the contract work. The contractor shall establish and maintain a quality control system to assure compliance with the contract requirements. The government has the right to inspect and test all items called for by the contract, to the extent practicable at all times and at all places during the term of the contract.
6. Requests for information – Requests concerning the work of this project should be directed to the Project Manager.
7. Submittals – Although the Government technically reviews work required by this scope of work, it is emphasized that the Contractor’s work must be prosecuted using proper internal controls and review procedures. The contractor’s work plan shall be completed in accordance with the applicable standards, submitted for review and accepted by the Government, prior to the commencement of any field activities.
