Questions received by 9/27/2023
1) Would a potential government shutdown affect the due date for submissions (I believe this is covered in 8.1(f)(4), but would like to verify)?
Answer: if the Government shuts down, the due date for the submission of proposals will be extended once the Government opens.
2) This is for 2 Engineers where until recently, 3 have been servicing the current contract. Is there a possibility that an additional engineer would be added to the contract at some point?
Answer: An additional engineer is not being requested with this solicitation.
3) How do federal rules and executive orders (ie EO13658 and EO13706) apply to this contract in terms of holiday pay and sick days? Will we be allowed to bill for holiday time and sick days, or do we need to include that unpaid time off in the rate?

4) Can you explain to me the difference between clause 52.217-8 and 52.217-9? I feel like they are the same thing, but with different terms.

5) As this is a 100% set-aside for small business, I assume the size standard for NAICS

Answer: The size standard for NAICS code 541330 is $25.5 Million.
6) The previous contract required weekly and monthly activity and time reports to be submitted. I may be missing it, but I don’t see anything similar in this contract. What are the reporting requirements for this contract?
Answer: A monthly report shall be submitted.
7) The hours listed on page 7 do not match the number of working hours in the timelines. I just want to verify if you are okay with me using the hours I calculate for those years in my bid.
a) I calculate for Q3 and Q4 of FY24 there are 976 hours after you take away the holidays and 40 hours of vacation.

b) Likewise FY 25, 26, 27, and 28 all end up with 1920 hours.
Answer: Per the solicitation, please utilize the level of effort-number of hours in the price schedule.
8) If some of the work is to be subcontracted, does the subcontractor need to be registered with SAM? 8.11.7 states to include the DUNS number for any subcontractors. DUNS Number is no longer used, instead SAM uses a unique entity identification number.
Answer: Referencing the DUNS number in the solicitation was an error.
SAM.gov replaced the DUNS number with the Unique Entity Identity (UEI) number.
9) Section 8.11.4 requires a letter of acceptance for all proposed engineers for their employment. Obviously subcontractors will not have employment, so is a letter of agreement of something else required for them?
Answer: ANY engineer that is proposed for this solicitation will sign a Letter of Acceptance.
10) In the technical proposal requirements (8.11), it asks for a completed FAR provision 52.204-24 to be completed. I can certainly copy that text into a word document to complete, but do you have a form for that that may be easier to include?
Answer: Please complete FAR provision 52-204.24 and submit it with the proposal. No form is available.
11) Is this a new or a follow-on effort? If so, can you provide the contractor’s name and contract number?
Answer: The current work is being done by Contractor: Scale Measurement Contract Number: 140L0119P0013
12) “The BLM requires the contractor to have a Bachelor of Science or Master’s degree in an engineering program.”
Would the BLM be willing to accept a contractor with a degree in engineering, and a subcontractor that wasn’t degreed but had significant experience (say 15 or more years) in onshore oil and gas production measurement and industry standars?
Answer: Please refer to Factor 1: Technical Capability, Number 7 for the Professional Experience required for this solicitation.
