Statement of Work Rebuild of 10-Year-Old Oversized Marine Boat Trailer U.S. Geological Survey – Pacific Coastal and Marine Science Center (USGS PCMSC)
I. GENERAL INFORMATION
A. Introduction The U.S. Geological Survey (USGS) Pacific Coastal and Marine Science Center (PCMSC) requires the comprehensive rebuilding of a 10-year-old oversized marine boat trailer. The objective is to restore its structural integrity, modernize critical mechanical systems, and improve reliability and safety for ongoing scientific operations.
B. Background The oversized marine boat trailer, in service for over a decade, has experienced accelerated component degradation due to frequent immersion in saltwater, heavy load stress, and environmental exposure. Key systems—including wheels, brakes, axles, and bearings—have increasingly required maintenance, resulting in unsustainable costs and declining reliability. Repairs have become more frequent and less effective due to the aging structure and limited availability of compatible parts. Rebuilding the trailer now is necessary to avoid safety hazards and ensure mission-critical equipment can continue to be deployed efficiently.
C. Definitions / Applicable Documents
• Oversized Trailer: A trailer that exceeds standard highway dimensions and may require special permits for transport.
• Marine-Grade Components: Parts and materials engineered specifically for durability in saltwater and humid environments.
• DOT Compliance: Conformance with U.S. Department of Transportation regulations for trailer safety and roadworthiness.
D. Scope The contractor shall perform a complete rebuild of the oversized marine boat trailer to restore its full operational capability and improve resilience to marine environmental conditions. The work includes replacement of structural and mechanical components, inspection, and integration of updated safety systems. The rebuilt trailer shall comply with all applicable safety standards and be capable of supporting its designated vessel reliably and safely.
USGS will arrange delivery of the marine trailer upon award of contract. Below measurements are for estimate purposes and must be confirmed by awardee.
Spring center to spring center = 74" Hub face to hub face = 103" Front hanger spacing = 32.5" Center hanger spacing = 37" Rear hanger spacing = 32.75"
II. WORK REQUIREMENTS
A. Technical Requirements
1. Specific Work Requirements The contractor shall perform a full mechanical and structural rebuild of the 10-year-old oversized marine boat trailer. The scope of work includes the following:
• Axles:
o Remove existing 9,000 lb. capacity axles and replace with three (3) new, complete, 10,000 lb capacity spring axles and disc brakes.
▪ New axles should arrive from manufacturer without hubs installed (see Bearings and Hubs below)
140G0326Q0095 4 of 14 o Axles shall be brand new, marine-rated, corrosion-resistant, and compatible with the trailer’s frame and load profile, including provisions for brake mounts and bearing housings.
• Bearings and Hubs:
o Convert new axles with “Air-Tight” 10k pressurized and sealed hub protection kit.
▪ Prior to ordering axles, call Air-Tight to confirm compatibility
▪ 561-509-0453
▪ info@airtighthubs.com
• Braking System:
o Replace with new disc brake components compatible with 10,000 lb. cap axles
• Wheels and Tires:
o Inspect existing wheels and tires for structural integrity, tread depth, dry rot, and marine suitability.
o Reuse existing wheels and tires if they meet DOT standards and are in acceptable condition.
o Replace any that are worn, damaged, or unsuitable for the higher axle load.
• Suspension Components:
o New springs with complete axle assembly
• Electrical System:
o Inspect existing wiring harness, connectors, and lighting system for corrosion, exposure, or degradation.
o Reuse sealed submersible components if they pass functionality and safety tests.
o Replace the system or parts as needed to ensure full DOT compliance.
• Bunks and Hull Support Structures:
o Inspect existing bunk boards, brackets, and support structures for mechanical and structural integrity.
o Reuse components that are intact, properly aligned, corrosion-free, and fully functional.
o Replace any elements that compromise safe transport or structural support.
o Replace plastic fender covers with rigid fenders
• Safety Equipment:
o Inspect and reuse the winch, breakaway brake system, safety chains, and tie-down hardware if in good condition and compliant with current safety regulations.
o Replace or upgrade any defective or worn parts as necessary.
• Coatings and Corrosion Protection:
140G0326Q0095 5 of 14 o Inspect all steel structural components for surface rust and coating failure.
o Strip and reapply marine-grade protective coatings where needed.
o All fasteners should be inspected; reuse stainless or galvanized hardware that is structurally sound. Replace all others.
2. Criteria for Acceptance Compliance will be measured by:
• Successful post-rebuild load and road test.
• Operational testing of brakes, lighting, safety features, and winch system.
• Documentation of pass/fail inspection results for any reused components.
B. Deliverables
1. Work Products
The contractor shall provide the following:
