Q1. Is the contractor required to pay the wage rates in Attachment 7? If so, what are the specific Occupation Codes that offerors are required to use for each position:
- Night-Technical Boat Operator
- Technical Boat Operator
- Logistical Boat Operator
- Boat Operator Assistant
- Advanced Field Technician
- Intermediate Field Technician
- Entry Field Technician Answer Q1:
See attachment titled “Wage Determination_2017084325”
Q1a. If more than one of the positions fall under the same Occupation Code, how does the contractor account for a wage range typically associated with more skilled positions?
Answer Q1a: We pay the wage rate for the Occupation Code identified. If a worker has a higher skill than the Occupation Code required, then we still pay at the lower rate.
Q2. Considering most of the work is performed on federal land in Grand Canyon National Park, are contractors subject to the federal minimum wage? Or does the Flagstaff minimum wage apply, as that is where the GCMRC base of operations is physically located? Or is the minimum wage determined by the contractor's home office location? Specific clarification is appreciated concerning this topic.
A2. Minimum wage is paid in accordance with FAR 52.222-55 and Executive Order 14026. https://www.dol.gov/agencies/whd/government-contracts/eo14026 The minimum wage for federal contractors.
Q3. Could you please explain the evaluation steps that occur once proposals are received by the Contracting Officer? Are proposals evaluated by teams at both the regional and local offices? What is the time frame that it typically takes for the final selection to occur?
A3. Once the Contracting officer receives the proposals they will be forwarded to the GCMRC logistics coordinator, Ann-Marie Bringhurst. There is a committee already assembled consisting of GCMRC leadership, Science leads and logistics staff that will rate each proposal.
The logistics coordinator will then compile the ratings to determine the final selection. We are hopeful to notify the new contractor no later than 11/1/24. The new contract will begin on 12/1/24.
