Q1. Does the Operational Manager in the warehouse need to be the same person for every trip throughout the life of the contract? Can the Operations Manager be a guide on some of the trips as well? Shall we submit the name and background of the Operations Manager with our bid?
A1. The purpose of the operations manager is to have an onsite representative for the contractor to act and assist on behalf of the contracted employees. Although this could be a guide and could change occasionally throughout the contract, this is the main contact for the logistics coordinator to discuss pay rates, and performance of the contracted employees. For example, the current contractor has two owners, one primarily handles scheduling and the other pay etc. It is fine to have a couple different managers, but should not change every trip. Additionally, this manager is required onsite to assist the contracted employees with familiarization of the GCMRC warehouse and operations. If providing new contracted employees unfamiliar with the multiple aspects of our packing they will need to provide support to those individuals.
Please provide the Operational Managers information in your bid.
Q2. Which trips will be based out of Marble Canyon?
A2. Every three years GCMRC undergoes a review and change to our workplan. Once approved by the Adaptive Management Working Group, this workplan will layout funded scientific research for three years. Currently, the next workplan will take place from 10/1/24-9/30/27. At this time, I cannot answer what or how many trips will be based out of Marble Canyon.
However, some of our trips will pay boat operators per diem food rates and reimburse the contractor for their lodging. Other trips based out of Marble Canyon will camp upstream of Lees Ferry.
Q3. Do you have a specific format for the bid that you prefer or are currently using?
A3. You may add columns to the spreadsheet provided or create another document. No preference from our perspective.
Q4. Are Pre-and Post-Trip days included in the quantities contained within the 'Line Item Pricing' document?
A4. Typically there is a paid pack day and rig day, and these are included in the document provided. The de-rig typically occurs on the take out day and does not require an additional pay day. However, in the event of a delay or scheduling adjustment, contracted employees will be paid an additional day if clean up/de-rig needs to happen on a day other than the take out.
Q5. Attachment A ‘ Performance Work Statement’ section A.2.3. states “If specific equipment requests are unavailable in the GCMRC inventory, the GCMRC Logistics Coordinator will make all arrangements to lease or purchase the necessary equipment from outside sources.” If such resources are requested of the contractor (i.e. trucks / trailers, equipment, logistics services, etc.), outside the scope of work outlined in this contract, what are the established protocols for securing such services and/or equipment?
A5. In the past when GCMRC needed additional equipment (S-Rig, Osprey, trailer/truck rentals) to fulfill our missions, GCMRC works with local companies to secure those items and rents them on an as needed basis. I cannot recall any equipment requests that a contractor has made that we were not able procure.
Q6. We respectfully request the Government to clarify the instructions detailed in Attachment 2 - Provisions_Clauses (page 2), regarding the directions for filling out “GCMRC Logistics Attch 3 labor matrix”. We did not find this spreadsheet included in the list of attached documents on the Solicitation. Attachment 3 in this Solicitation is the ‘Line Item Pricing’ (with attachment 8 being the amended version).
a) Will you be providing the attachment for “GCMRC Logistics labor matrix”?
i) Please refer to the “Boat Contractors Contract Request_edited. This is the document that will provide space for you to input your fully burdened pay rates.
b) If Attachment 8 is the pricing sheet needing to be filled out, can you please provide detailed instructions of how the Government would like to see the pricing listed on this spreadsheet.
i) Yes, please provide the unit price. This would be a day rate that is based on a 14 hour day for the boat operators. Field Techs are paid a 10 hour day.
Q7. We respectfully request clarification on how the Government would like the Offeror to submit the pricing sheet in regards to the 3 levels of the Field Technician position, as annual staffing needs appear to be listed solely under the Level 3 Field Technician on Attachment 8 (with a footnote below explaining “There will be necessity for all tech levels”).
a) Is it preferred to have Unit Price amount & Total Annual Price amount detailed for each level of Field Technician?
i) Yes, please provide both.
b) If the answer to 2a is yes, would it be possible for the stated Field Technician
“QTY” be broken down by Levels 1, 2, & 3, so the Offeror may provide accurate pricing?
i) Yes, please see edited spreadsheet with the days divided between the 3 levels.
Q8. Can the Government please provide the current Trip Schedule (i.e. for FY 2024), as was provided in the previous Solicitation of this contract in 2019?
a) See attachment. Note there are 4 tabs. This schedule is on an online sharepoint site and the contractor will have access and the ability to edit to add contracted employees.
i) The schedule-specifies the science lead and equipment
ii) Trip descriptions- this is specifically for the contractor to have a better understanding the scientific research and be able to communicate better with the boat operators so they understand the duties they will be asked to perform.
iii) Scroll schedule- this is helpful to see more specific details about each trip, which over lap etc. This is where additional trip notes will go such as meeting times, drive times etc.
iv) Drivers schedule- this is for the contractor that schedules drivers for our trips. – Not pertinent to the boat operator contractor.
Q9. 5) Will a site visit to the GCMRC warehouse facility be scheduled for prospective Offerors?
If so, can you please provide date and time of site visit.
a) Yes, I propose a site visit on July 30, 2024 at 9 am.
b) Additionally, a site visit on August 5, 2024 at 9 am.
c) Additional dates and times can be made available upon request.
d) Address: 2255 Gemini Drive, Building 4
Folks can park anywhere there are available spaces, but will meet at the highlighted Pink Boat Yard location at the meeting start time. See attached “USGS Parking Map”.
