SECTION 1 - STATEMENT OF WORK

Statement of Work Science Collaboration and Application Services III

A. INTRODUCTION

Background. As the Nation's largest water, earth, and biological science and civilian mapping agency, the Department of the Interior’s (DOI), United States Geological Survey (USGS) collects, monitors, analyzes, and provides scientific understanding about natural resource conditions, issues, and problems.

This diversity of scientific expertise enables USGS to carry out large-scale, multi-disciplinary investigations and provide impartial scientific information to resource managers, planners, and other customers. The USGS is required to respond to evolving national and global priorities of the greatest interest to the public, over broad scientific focus areas. The USGS has complex technologies (e.g.

satellites, sensors, stream gauges, ion probes, bio scanners, tissue sampling equipment etc.) and unique systems such as the Advanced National Seismic Network, LandSat, the National Water Information System, the National Map and other monitoring and reporting systems that are critical in providing information to decision makers, resource managers to understand natural science process to protect the environment and reduce the loss of life in the event of a disaster.

The USGS Office of the Associate Chief Information Officer (ACIO) is responsible for providing policy, strategic direction, and leadership for the bureau in Information Technology (IT), information security, information resources management, information services, and information science and all business related aspects used in the support of USGS. The organization mission of the ACIO is to support the scientific mission of the USGS.

The USGS is a DOI bureau which consists of the Director's office, five science themes and support organizations of Administration and Office of the ACIO. The USGS has a need for information technology expertise which is very broad in terms of encompassing both information and technology.

Contract Background.

Contract Background. This will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a very broad range of IT technical services and support as described in the general service areas listed herein. Under the IDIQ contract, individual Task Orders (TO’s) covering specific IT related services will be issued for various tasks within the general scope of this statement of work. These individual task orders will specify the nature of the work, the objectives, the desired results of work performed, milestone schedule(s), and similar task requirements to be accomplished, along with applicable metrics used to evaluate successful performance for the TO at hand.

Contract Type. Task Orders will be issued either on a Performance-Based Firm-Fixed Price (FFP) basis; or, on a Time and Materials (T&M) – Labor Hour (LH) basis depending upon the nature of the tasks. The government’s preference is for performance-based fixed price orders to the maximum extent possible, although situations may dictate that T&M/ LH orders would be appropriate in particular circumstances. The contract is structured to allow task orders of either (or both) type issued as circumstances warrant, and as determined by the contracting officer.

B. CONTRACTOR REQUIREMENTS

The scope of the contract activities will encompass IT support for the entirety of the USGS science and support organizations and functions across the country. While specific tasking will be detailed in individual task orders issued against this contract, the general scope of the support activities that could be or may be ordered is described throughout this Statement of Work. The contractor shall provide the capacity, capability, and resources necessary to perform and manage all of the technical and management activities required for successful and timely completion of task orders issued under this contract.

C. INFORMATION TECHNOLOGY SERVICES REQUIRED

The Contractor shall provide non-personal services in the following service areas as specifically defined in individual task orders. The contract requirements described herein are generally organized to mirror the ACIO functional areas of responsibility. As currently established, the functional areas within the ACIO organization are represented in the four major subparagraphs in this Section C (C.1 C.2 C.3 and C.4). While these Section C requirements are organized in this way for convenience, there is overlap between and among the functional areas noted, and task orders may reflect this. Additionally, some task orders may be more directly in support of a science center or mission area (rather than an ACIO functional area) for same or similar IT support requirements.

The types of information technology services to be ordered under this IDIQ contract include, but are not limited to: web development; system administration; technical applications engineering; database design/development; administration and programming; specialized help desk functions; mobile device support and management; network administration including software defined networking (SDN) and enterprise wide systems that support Wifi services, PBX administration, audio/visual management and support, and backup administration. Additional requirements may also include, but not be limited to, requirements to administer software and groupware; work with email messaging (e.g. Office 365/Microsoft suite); real time collaboration tools (e.g. WebEx and Microsoft Teams); team virtual workspace (e.g. SharePoint and OneDrive); mobile devices (e.g. iPhones, iPads, Androids, etc.); and, SPAM/Virus protection. Tasks may also include support of all servers running the groupware tools or products; as well as providing support for some other servers or data resources as tasked.

It should be noted that as an IDIQ contract, the exact description of the IT services to be ordered is, by design, indefinite. When this Statement of Work (SOW) uses the phrase “the contract may require”, or “services may be ordered”, or other similar phraseology, the intent is that the listing or recitation of services or functions that follow are typical examples of the services that may be ordered, not a limitation on the services that may be ordered. In addition, generally when a list of tools or software applications appear (e.g., “SharePoint, IEM, InfoPath, SAP, etc”.) these listings are also considered to be typical examples, rather than exhaustive lists or limitations.

C.1 Application Services and End-User Support

C.1.1 Application Services

Task order requirements in the application services area may include:

C.1.1.1 Website development/Portal programming/development; in-house data and information management; support for the overall management and operation of web related initiatives. Web site work

USGS Solicitation 140G0321R0001 Page 6 of 58 may involve user interface design and customization, employee services integration and statistics development. Website development may include designing, building and managing web sites, web applications and portlets. Support may include installing, configuring, and operating the products listed below; troubleshooting, correcting problems or errors; adding features or enhancements; and updating products. The contractor personnel must have extensive experience and skills and knowledge in various collaborative and content management tools, (e.g. Drupal 9, SharePoint Online (O365), SharePoint 2019, PowerApps, Power Automate, Power BI, InfoPath 2013, .NET, Visual Studio, C#, Visual Basic, ASP.net, Microsoft SQL Server 2016 or higher, Microsoft SSRS, SSIS, SSAS, Performance Point, Business Intelligence Development Studio, AJAX, JAVA, JSP/FSF, PERL, PHP, GIS, web services, XML, HTML, CSS Microsoft Soft, MySQL registries and portal technologies) and other contemporary commercial applications may be required for some tasks.

C.1.1.2 Performance of application configuration, application backup, software installation and maintenance, software license maintenance, utilization and application performance for either workstations or servers; performance of security audits on designated computer systems to ensure compliance with established USGS policies; performance of system administration, resource management tasks, and systems performance analysis on designated computer systems to ensure efficient use of computing resources.

C.1.1.3 Support, maintenance, and application customization development of third-party tools such as SharePoint Designer, Infopath Designer, SQL Server Management Studio (SSMS), Bomgar, BMC Remedy, SAP, etc. The contractor may test upgrades and new products as they come available and ensure that they are patched and kept to the current releases to prevent vulnerabilities.

C.1.1.4 Support test lab development to be used for evaluation, testing and analysis of new and existing procedures. The test lab will also be used for testing of new patches and upgrades prior to deployment onto enterprise production systems. Perform analysis and testing of new software through use of enterprise test lab.

C.1.1.5 Applications development expertise and contractor staff to provide applications development support for the entire life cycle development process from the requirements, design, and implementation stages to maintenance and technical support functions; provide computer maintenance programming and updates documentation; integrate and re-engineer existing applications into web-based technologies such as web portals and single sign-ons , and service based cloud architectures; design and write applications (e.g. Java, PHP) which provide web service interfaces for other applications; prepare documentation on the technical aspects of applications; prepare code level test plans, develop data to test code changes, and perform parallel test of old and modified systems.

C.1.1.6 Database Development and Integration - Requires knowledge of database integration standards, database architecture, web services, utilizing applications such as SharePoint Online (O365), SharePoint 2019, PowerApps, Power Automate, Power BI, InfoPath 2013, Performance Point, Business Intelligence Development Studio, and MySQL, PostgreSQL, and SQL Server database administration. This includes database maintenance that may be required in order to keep the servers/applications functioning properly as well as providing good performance back to the USGS users.

Services required may include software installation, maintenance, enhancements to existing databases, troubleshooting, performance tuning, capacity planning and resource management, development of new databases from design documents, the development of new and modified database designs, development of user interfaces, perform system administration tasks as related to database access controls and IT security, maintain inventory of all database software licenses, develop and administer data management

USGS Solicitation 140G0321R0001 Page 7 of 58 applications software and associated tools; develop and maintain program documentation, data standards, policies and procedures: execute customized data extraction routines and prepare customer files; use batch processes, update existing records and insert new records with new feature IDs: coordinate with Government subject matter experts and data partners to reconcile data problems and synchronize feature IDs; advise on software technology and database design as it relates to USGS projects; design enhancements to databases, applications, and services; provide support and coordination in loading, configuring, operating, maintaining, optimizing, and upgrading database supporting software.

C.1.1.7 Technical Applications Management - Advise on information technology, perform analysis and assist in defining user-specified functional requirements as it relates to databases, applications, and services; plan, design, and implement corrections and enhancements to databases, applications and services; coordinate the preparation of metadata, design, user, and training documentation; respond to user inquiries and issues; coordinate data extraction, validation, and ingestion;

coordinate the loading, configuration, operation, maintenance, optimization, and upgrading of database and other supporting software; coordinate systems, networks, facility, and security requirements with the Hosting Services Team.

NOTE: USGS Service Desk or “help desk” activity for typical Tier 1 help desk functions are a separate contract not planned to be performed under this contract. It is recognized that issues elevated from T1 may overlap tasks under this contract with respect to the enterprise service portfolios involved under this contract (e.g., SharePoint issue, application issue, MDM issues, EAD access or permissions, DB functionality, etc).

C.1.2 Enterprise Services Support

C.1.2.1 Enterprise Active Directory (eAD/AD) – Maintain and support the integrated Active

Directory Domain within the Department’s DOI.NET Forest which includes approximately 80 domain controllers servicing approximately 20,000 users/computers objects that utilizes software packages such Quest/Dell, Hyper- V, MDOP, and SQL. Within the USGS Active Directory Infrastructure the Domain Admins also support DNS that is integrated into the USGS Enterprise DNS system for Internal and Public Domain Name resolution. Support may include scripting (PowerShell, VB+, .NET, SQL) necessary to integrate user management processes among numerous USGS systems and develop and maintain the Active Directory Status Pages which provide configuration management statistics across USGS.

C.1.2.2 SCCM Management - Currently the Enterprise Services team provides operational support for SCCM 2012.

C.1.2.3 IBM BigFix (BF) Management – The Enterprise Services team provides operational support for Big Fix functionality deployed on all USGS systems. The BigFix Core servers are managed by DOI staff not USGS. The primary requirement is client-based configuration, BF and RES relay configuration and monitoring, report generation, scanning, patching, fixlets, scripting, and configuration of BF settings for USGS.

C.1.2.4 . Mobile Device Management (MDM) - Provides mobile device management for all

USGS mobile devices utilizing MaaS360 that delivers STIG compliance, Mobile Device enrollment, Mobile Device Security, and Microsoft Outlook email configuration and associated O365 applications. As part of this task the contractor also assess, tests, documents, and implements STIG settings required by DOI. The contractor also assists with evaluating the risk of STIG deviations requested by users, and implementation of these deviations once approved.

C.1.2.5 Programming/Scripting. As part of the ES infrastructure already in place, there are various custom enterprise applications in place which may require a process of analysis, recommendation, update and/or rewrite. Examples include existing ES custom applications which are known or suspected candidates for this investigation, analysis, and recommendation process; followed by (when approved based on the recommendations) the applicable update or rewrite implementation. Examples include, but are not limited to issues such as: User Account Management (UAM) Portal (This will be a modification of VB & .net code, migration would require a new application); Status Pages migration from VB & .Net to Powershell and HTML; SQL maintenance for script and code that breaks; Powershell scripts; Windows Server 2016 & Server 2019 environments; etc.

C.1.2.6 DNS -- Assist in the response to customer requests for changes to resource records in local and web-based vendor provided DNS service environments. An understanding of domain delegation, reverse zones, CNAME, A and MX record definitions. IP Management (IPAM) knowledge would be helpful in this regard.

C.1.2.7 SMTP -- Assist in management of a postfix environment to (1) perform log analyses and track message transit across multiple mail servers and (2) modify postfix configurations to support routing of mail messages to specific servers or to change access for delivery based on mail headers or origin of address.

C.2. IT Infrastructure Services

C.2.1 Hosting Services

Task order requirements may include the following:

C.2.1.1 Migration from a USGS or DOI system to a new system which may be Cloud based. Responsibilities may include the requirement to provide preparation for migration, support for migration, and decommissioning of system.

C.2.1.2 Evaluate, test, and create procedures for implementation and maintenance of selected backup software. Responsibilities may include the requirement to monitor and ensure that backups are functioning properly and will provide a test of backup system by performing a restore on a specified regularity or basis. This requires expertise in backup technologies and various operating systems.

C.2.1.3 Daily monitoring, operations, and troubleshooting of Commercial Off-The-Shelf

(COTS) enterprise products that provide enterprise databases, client endpoint protection, configuration management, collaboration and administrative applications, including products, such as but not limited to, those from Microsoft, Oracle, BigFix, MECM, SQL, Dell/Quest, NETIQ, Active Directory, Hyper-V, VMWare, Commvault, SAP, etc. and associated supporting hardware platforms. This work could also include modifying the existing configurations for better performance based on government requirements identified in specific task orders.

C.2.1.4 Performance of application configuration, application backup, software installation and maintenance, software license maintenance, utilization and application performance for either workstations or servers; performance of security audits on designated computer systems to ensure compliance with established USGS policies; performance of system administration, resource management

C.2.1.5 Monitoring computer systems for availability, intrusion detection, and operating system performance; research, develop specifications, recommend, design, build, and manage hardware and software components of the system including new software installs and software upgrades; install operating system patches, manage user accounts, and monitor storage subsystems; establish and maintain system documentation to include hardware and software inventories, diagrams and configurations, data dictionaries, procedures (for installation, disaster recovery, configuration management, and standard operating procedures), user guides, and scripts.

C.2.1.6 Support for Sharepoint Online as well as Sharepoint (on-prem) support, including but not limited to, the SharePoint farm(s) (as applicable). Currently, the USGS has a development farm that supports multiple development groups to create customized SharePoint farms. The farm is a virtual server farm that is part of the GS Active Directory environment.

C.2.1.7 Management and support of our USGS Web presence that includes management of

Windows, RedHat Linux, Solaris Unix, Apache, OpenAFS, IIS, KVM and XEN virtualization and other platforms.

C.2.1.8 Install, configure, implement, backup, and management of production and Web servers;

include a contingency plan for recovery following a catastrophic system failure.

C.2.1.9 Provide enterprise Microsoft SQL services to internal USGS customers, and to external partners.

Note: The DOI has a separate “cloud hosting services” (CHS) contract solution with regard to cloud. Thus, Cloud Hosting per se, is not a part of this contract. Nonetheless, it is recognized there may be related work under this contract, such as transition and migration planning, on-prem prep for cloud migrations; application changes in preparation for migration; environment changes in preparation for migration, etc.

C.3 Telecommunications Support

C.3.1 Computer Networking and Computer Network Administration support - Maintain routers, switches, firewalls and other network related appliances; analyze, design, and install local area networks (LAN), 802.11 wireless LANs (WLAN) and wide area networks (WAN); establish network services such as SSH, DNS, DNSsec, DHCP, DHCPv6, FTP, SFTP, SSL, web services (HTML) and secure web proxy services, but not limited to those services; install new system application software and software patches on networking appliances; perform system backups, load monitoring, and implement hardware and or software upgrades for networking devices, network servers and workstations; analyze and troubleshoot network hardware and applications; and make recommendations for equipment procurement, removal, and modifications of network devices. Systems may be interconnected with or connect to enterprise wide systems that support Wifi services, software defined networking (SDN), seamless access, and zero trust networks. This requires expert knowledge of, but not limited to: LAN, WLAN, and WAN configurations, the Internet Protocols version 4 (IPv4) and version 6 (IPv6), TCP, UDP, and ICMP.

C.3.2 Telephony voice services support - Administer and maintain voice connectivity services that include MS Teams and/or private branch exchange voice (PBX) services, software and equipment. Analyze, design, and install telephony equipment including possibly Voice over IP (VoIP), digital phones, voice application software, and software patches; perform system backups and load monitoring. The contractor may make recommendations of various equipment, software or internet servicing options for procurement based on the current status and lifecycle of existing voice, and other communications services and equipment. This includes the pros and cons of each different option and how each option will fill the needs of existing and future voice, and other communications requirements for USGS. The contractor may provide installation, removal, and modifications of both voice devices.

This requires expertise in various commercially available voice telephony systems such as, but not limited to: Avaya, Cisco and Microsoft.

C.3.3 Video collaboration and conferencing services support - Administer and maintain video collaboration and conferencing or services and equipment; analyze, design, and install video collaboration or video conferencing equipment; install new video collaboration or conferencing applications software and software patches; perform system backups, load monitoring of video collaboration or conferencing systems. The contractor may make recommendations of various equipment options for procurement based on the current status and lifecycle of existing voice, and other communications equipment. This includes the pros and cons of each different option and how each option will fill the needs of existing and future voice, and other communications requirements for USGS. The contractor may provide installation, removal, and modifications of video conferencing devices and systems. This requires expertise in various commercially available voice conferencing systems such as, but not limited to: Polycom, Citrix WebEx, Cisco solutions, Avaya and Microsoft Teams.

C.3.4 Telecom Services Cabling infrastructure services support- Using government provided cables and parts, the contractor may run, terminate and patch through copper and fiber optic cable for network, voice or video within USGS buildings, and troubleshoot existing interior cable infrastructure.

C.3.5 Radio Spectrum Management support - Advise the USGS Spectrum Manager on the acquisition of various types of spectrum-dependent devices. The USGS Spectrum Manager will review and approve the best option of the recommendations provided by the contractor. The contractor may be required to develop project plans and schedules as well as other project artifacts for spectrum-related projects; knowledge of data validation and data entry into inventory systems used by the spectrum program and audit various inventory data management tools and processes; track project status and report to USGS Spectrum Manager via reports and or dashboard metrics for manager review. The contractor may be required to document all project-related assignments, issues and risks; manage radio frequency authorization (RFA) data in the Spectrum Twenty-One (SXXI) database, Government Master File (GMF) or similar system. The contractor may be required to data mine inventory and RFA statistics and prepare, report and submit weekly, monthly or annual performance metrics and statistics.

C.4 IT Security Support

As required by Office of Management and Budget (OMB) Circular A-130 and later by Federal Information Security Modernization Act (FISMA), provide updating of security documentation related to Assessment and Authorization (A&A) including but not limited to the responsibility to review and update Cyber Security Assessment and Management (CSAM) documentation and artifacts, the responsibility to

USGS Solicitation 140G0321R0001 Page 11 of 58 review all security vulnerabilities and provide recommended changes and effect modifications to close outstanding Plan of Action and Milestones (POA&Ms).

C.5 IT Consultation Services

Task order requirements may include consultation with USGS staff to introduce government and commercial business, management, and information technology best practices throughout the full life cycle; facilitate change management through liaison activities; perform technical reviews of system designs; participate in acceptance testing, and coordinate with USGS staff to introduce tools and methodologies. May also include business process and systems consulting expertise in order to enhance development and improve business as well as system processes; create, maintain, and explain plans, models, processes, and documents that support and are part of system architecture and ensure that the business and technical models are compatible. May also require system assessments, gap analysis, and risk analysis; reverse engineering; developing project plans and proposals; create and maintain reports and documentation to explain the concepts and approaches to ensure that the plans, schedules and milestones are compatible with the business and technical models.

D. SAMPLE MEASURES AND METRICS FOR EVALUATION OF TASK PERFORMANCE

Specific performance measures and metrics will be included in each task order, and tailored accordingly based upon the nature of the task order, and consistent with the contractor’s standard methods and procedures used to manage the level of service and quality of services they provide to their customers (e.g., Quality Control Program - see Section E). The Contractor may be asked to provide recommended performance measures or metrics applicable to the particular task order proposal.

Performance measures may include written summary reports, and/or periodic status or project review meetings. Examples may include such items as:

D.1. Develop baseline statistics for performance tuning. The Contractor shall provide statistics that show improved system performance as a result of any modifications.

D.2. Set up and study application/system diagnostics to determine any bottlenecks or problems and suggest solutions for improved performance and/or reliability.

D.3 Statistics and metrics which may reflect performance levels, degree of improvement, or reliability of the provided service(s). These could include measures such as response times, closure of repair/problem tickets, customer response, satisfaction surveys, or similar type measures as may be applicable (see Section E, below).

D.4 Monthly or Periodic Status Reports may be required depending upon the task order. To the extent practical, it is anticipated that informal reports and/or status summaries may be sufficient to keep the Government apprised of progress, problems, issues, and funding status, etc. Information which may be required could include:

D.4.1 Program Status Reports, to provide status report(s) comparing and detailing the program’s actual status against the approved task plan, and typical topics of such reports such as:

• Brief summary of accomplishments achieved during the reporting period

• Brief summary of accomplishments planned for the next reporting period

• Deliverables status (submitted and/or progress)

• Any major decisions made regarding the task order during the reporting period

• Any current and/or anticipated issues that may affect task progress

• Any current and/or anticipated risks, and possible mitigation statement or assessments

D.4.2 Budget or Financial Reports. As requested in the Task Order and depending on the type of order or complexity of the TO, these reports may include cumulative invoicing by labor category, or by task or subtask. Other examples may include spend vs. planned budget, burn rate by task or subtask, percent completed vs. percent budget used, cumulative funds spent, and similar common report formats or spreadsheet to support the electronic invoice process.

D.4.3 Staffing. Reports on current or project staffing issues or challenges, and summaries plans and progress of mitigation plans, recruitment activities, projected staffing levels and plans to achieve same, progress against goals or plans, etc.

E. QUALITY CONTROL REQUIREMENTS AND CERTIFICATIONS

E.1 The contractor shall utilize its company procedures (e.g., Quality Control Program) to monitor and manage the quality of the services provided and to ensure that the requirements of the contract and each task order are provided as specified. At the time a task order is proposed, and as may be applicable, the contractor will propose suitable performance measures for each task order that will be utilized to measure the standards of work or some acceptable quality level of the services to be provided for the task at hand. These measures may include minimum requirement standards, performance output measures, methods of measuring the quality of services provided, performance indicators, corrective actions, etc. Acceptable quality levels and methods of measuring will be established in each task order, tailored as necessary to the applicable activities.

E.2 The contractor is responsible for implementing their quality programs, as applicable to the overall contract and the individual task orders, and the Government will conduct and document surveillance activities on the contractor’s program. The contractor is responsible for collecting their own metrics, managing their performance levels, and reporting these activities to the Government. As part of the Government’s surveillance activity, Government representatives responsible for monitoring contractor performance will be kept abreast of the reporting, monitoring, and corrective actions (if any) being taken by the contractor under its Quality Control Program. When performance falls below acceptable quality levels as defined in each task order, the designated contractor manager or Task Lead will be notified for appropriate corrective action taken.

E.3 Firm-level certifications and controls. The Contractor shall be able to provide services under the industry standard process controls, quality measures, and industry credentials for the work involved.

At a minimum, International Organization for Standardization (ISO) 9001:2015; ISO 20000:2011; ISO 27001:2013; Capability Maturity Model Integration (CMMI) CMMI-SVC Level 3 and CMMI-Dev Level 3 credentials would be expected.

E.4 Staff-level certifications, qualifications, and controls. In addition, task-appropriate industry certification/ratings or professional staff credentials would be required or desirable for particular tasks, such as: industry certifications through Project Management Institute (PMI); IT Service Management (ITSM)-based Service Management, and similar, as well as product-specific or role-specific credentialling such as PMP, CSM, various Microsoft Professional Certifications, Drupal Grand Master, AWS certifications, etc. as may be applicable). The contractor is responsible to provide staff members meeting the appropriate qualification, skill, and certifications for the role assigned.

F. CONTRACT/TASK MEETINGS

The contractor representative, as defined in section H below, and/or alternate shall be required to meet, at the discretion of the Contracting Officer (CO), Contracting Officers Representative (COR) and/or federal technical lead or Task Order Manager (TOM) during the term of the contract. The contractor may request a meeting with CO, COR and/or TOM when the contractor deems necessary. These meetings may be on an ad hoc or regular recurring schedule at the option of the CO, COR and/or TOM, or as specified in individual task orders.

G. RESERVED

H. MANAGEMENT AND STAFFING

H.1 Professional and highly skilled technical personnel are major factors in the successful performance of this contract. The Contractor shall provide fully qualified staff capable of producing the required outcomes and results for meeting the specific performance standards of each task order.

Contractors shall have the knowledge, skills, currency and applicable certifications necessary to perform the required services in the task orders. The contractor shall provide any necessary administrative, managerial, and supervisory capabilities associated with the effective performance of the contract activities. Where applicable, on-site representative(s) of the contractor such as a Task Leader will perform supervision and will be responsible for the monitoring or progress, quality, and conduct of the work assignments of contractor personnel. At no time shall the Government supervise contractor personnel. The Task Leader responsibilities is not a full time position; it may be included as collateral duties or proposed in a different fashion. The task leader will also coordinate after hour work or necessary support in case of an emergency in coordination with the COR and/or federal

TOM.

H.2 The contractor shall provide fully trained personnel, be required to have an ongoing training program, and be responsible for their personnel acquiring the knowledge and skills necessary to support new technology and maintain subject matter currency. Where advantageous to the Government, training may be provided by the USGS at no cost to the contractor. The Government will provide training exclusively for tasks that require knowledge of systems unique to USGS.

H.3 The Labor Categories and prices in Exhibit A, are the labor categories from which services may be ordered under the contract. The specified labor categories and prices in Exhibit A reflect the fully burdened firm fixed labor rates (prices) of the various categories, by year, for each category over the anticipated life of this contract.

H.4 The contractor shall maintain the Management and Staffing Plan (first prepared and submitted with their proposal) which clearly indicates which personnel will fulfill the contract-level Key Personnel roles, and how task-level staffing will be managed, performance will be monitored, and key personnel will be designated and managed. Plan revisions shall be submitted as necessary.

The contractor’s management and staffing activities would be expected to correspond to the stated procedures and actions called for in its then current Plan. It is likely that there will be a number of task orders in place at any given time, being performed concurrently. A staffing matrix will be maintained which specifies the labor categories assigned to the various active task orders, key and non-key personnel, their roles, authorities, accountability, summary of areas of expertise, and locations. The matrix will be submitted monthly. The contractor should identify potential cost savings to the Government where any redundancies or duplications may be evident through the matrix (e.g., USGS Solicitation 140G0321R0001 Page 14 of 58 instances where related or similar labor categories are involved in with multiple task orders for similar activities).

H.5 Key Personnel: It is expected that staffing and work assignment decisions, or key person designations will largely be taken at the task order level and based on the specific requirements of the applicable task order. Where a task order or activity may require the specific expertise and skills of a particular person or subject matter expert, the task order request, and/or the task order proposal will identify this need. The proposal will address this need and name the applicable key person(s) as necessary. Once designated, the provisions of the Key Personnel clause will apply to the named individual(s). Contract-level Key Personnel will be named in the contract’s Key Personnel clause (if applicable); while task order-level Key Personnel will be named in the task order. In either case, the provisions of the contract’s Key Personnel clause will apply. (See contract clause “GS 1330 - Key Personnel” clause).

J. Experience and Capabilities

Contractor experience, capability, and capacity to provide personnel with the appropriate experience, education, training, skill-set, etc. are important to the success of this contract activity. The contract requires the capacity to provide services to a large, geographically dispersed organization. Skills are required to support the broad and diverse universe of IT services. The contractor must have demonstrated experience, capabilities, and capacity to provide the necessary services covering the full breadth of this requirement.

This section provides information relating to the background of services provided under prior support contract(s), and information about essential elements for the successful contractor and associated workforce considered to be necessary going forward under this contract. This information is based upon prior contract(s), as well as USGS’ current expectations for the needs under this contract.
