STEP 1 Questions and Answers
Question Answer Q1 Various questions regarding the Step 1 request for information being limited to only the lead 8(a) firm, ‘prime” or JV managing member”.
And, requests to allow submission of information for “other team members”, subcontractors, partners, etc. for Step 1.
A1 – The goal of Step 1 is for a relatively rapid response, evaluation, and advisory process.
This can only occur where initial information submitted is limited. The RFP states that information regarding other team members will occur in Step 2.
The RFP describes that the intent of Step 1 is to look at the experience of the prime or managing 8a firm performing / managing large contracts (as described in instructions).
We cannot predict all possible team structures or approaches that may be proposed. Where an offeror believes that our process is not a good match for their chosen team approach, they are not precluded from participating in Step 2.
Q2 GS2150-1, STEP 1 Instructions, page 56 Would the Government consider expanding the requirement for references from within the last three years to within the last six years?
A2 – No
Q3 SOW E.3, page 12 Does the Government expect offerors to hold all five certifications (ISO 9001, ISO 20000, ISO 27001, CMMI-SVC 3, CMMI-DEV
3) or just some of them?
A3 – The SOW states these certifications are “expected”. The degree to which the certs exist would be a consideration in our evaluation.
Q4 SOW E.3, page 12 Does the Government expect the prime offeror to hold all five certifications
(ISO 9001, ISO 20000, ISO 27001, CMMI-SVC 3,
CMMI-DEV 3) or is it sufficient for a team member to have one or more of them?
A4 – The degree to which the certs exist (and where they live within a team) would be a considerations in our evaluation.
Q5 Various questions essentially challenging our definition of “prime” for Step 1, which may not align with an intended team approach or structure; or does not conform to various regulations.
And therefore, asserting that “other team member” information should be allowed at this Step 1.
A5 – As mentioned in answer A1 above, the purpose of Step 1 was to provide a limited information submittal with a relatively rapid evaluation and advisory. This can only occur where the information to be submitted and evaluated is limited.
The definitions given in Step 1 instructions cover the most common expected team structures and serve the purpose of keeping the Step 1 process as simple and as minimally burdensome as possible for all parties.
