140G0221R0018 Amendment 0004 Attachment 11

Answers to Questions 11 through 18

11. Per Addendum 01 the scope was reduced to only 2 buildings and the energy required was reduced to 4 amps per building @110V for 72 hours. This put the total energy storage requirement at 69.1kWh. Please confirm this is the required amount of energy storage to provide.

Answer: The storage requirement shall be a part of the vendor’s submitted plan. The governments functional requirement, that was estimated, is approximately 64 kWh.

12. Please provide a system size in DC watts for the solar system. Although the PV system can charge the battery, the energy production is highly dependent on the weather conditions to produce enough energy to recharge the battery and service the load. The PV system cannot be relied upon to fully charge the battery during a utility outage on a daily basis unless the PV system is oversized to accommodate worst case weather scenario.

Answer: It is expected by the government that the vendor shall consider environmental conditions and backup system capabilities to size and design the PV and battery storage system to meet our functional requirement of approximately 64 kWh.

13. The Variations and Electronics Buildings were determined to be serviced from the electrical poles PP21, PP19 via existing overhead wiring per drawing E-1. The power supply feeding these series of poles is unclear both from the drawings and site visit of exactly where this electrical service originates. Please identify the electrical point of origin for these overhead wires including supply voltage and transformer configuration.

Answer: The electrical point of supply is power pole 5 (PP5) and the drawing indicates that the HECO supply voltage is 7200VAC, has been configured as a 3-phase feed, steps down to 208 volt, 3-phase at Building 6 through a 75KVA, and the 208-volt, single phase power is distributed to the site building via the HECO power poles.

14. Is it the intention to reuse existing overhead wiring or run new overhead wiring to the 2 buildings to receive backup power? If existing wires are used it would not be possible to isolate any other loads serviced by these wires. Building #10 labeled absolutes is also powered by the same wiring that powers the Variations and Electronics Buildings 9,11.

Answer: The government’s intention is to use the existing wires. The vendor is responsible for identifying solutions or workarounds as a part of their proposal.

15. If new overhead wiring is required please provide specifications and requirements.

Answer: The government’s intention is to use the existing wires. The vendor is responsible for identifying solutions or workarounds as a part of their proposal.

16. The area identified to install the batteries and PV equipment does not have the working clearances required to meet NEC requirements. Can an alternate location be proposed? Suggesting the exterior wall opposite the original location. See photo.

Answer: An alternate location can be proposed but must be approved.

17. Drawing provided is inaccurate the is no meter on exterior of building as shown on building 6 sheet E-1 please see above photo. There is no meter installed inside the building either. There is a meter installed on PP5.

Answer: The meter, for whatever reason, was not moved to the location Identified on the drawings. The existing meter is presently still on power pole 5. Answers to why this is the case are being fielded with the original landowner.

18. Can rooftop PV be proposed instead of ground mount PV. Building 6 is perfectly suited for Rooftop PV.

Answer: If the vendor’s statement is correct about the roof being perfect, the government can agree with placing the PV system on the roof.
