Attachment 5 Solicitation 140G0221R0018 Amendment 0001 Questions and Answers 01-07
01. Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 140G0221R0018 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement? Answer. This is a new requirement, not a follow-on requirement.
02. If possible, can you please provide the most recent contract or task order number? Answer. This is a new requirement, not a follow-on requirement. Thus, there is not a current contract or task order applicable.
03. Can I install power monitors in the buildings to measure consumption loads? He asked if he could install them a monitor over a 30-day period.
Answer. Because of the sensitivity of the science. The Government will not allow electrical monitoring; but rather the Government has provided Attachment 6, Utility meter bills from September through December 2020, and Attachment 8, Energy Assessment which may provide the same or even a better concept of the electrical backup requirements.
04. Asked for drawings or schematics of the facility specifically the power load flow direction. Where does the power come from and where does it end?
Answer. See Power distribution shown on the E-1 Electrical Site Plan (Attachment 7). At present, the power flow comes into the site at the Power Pole 1 (PP1) meter. From there, it goes to the Power Pole #5 (PP5) where it drops to the Electrical Shop meter. From that meter, it distributes to the buildings that are to be supported by the Backup Power Systems (BPS) project (Future Power Feed). It is here that future power from HECO will be supplied.
05. Is there a one-line diagram of the facility?
Answer. No. However, more information about the site can be found at the hyperlink shown below.https://www.usgs.gov/natural-hazards/geomagnetism/science/honolulu-hon?qt-science_center_objects=0#qt-science_center_objects NOTE: The items inside the red squares are the ones supported by the Back-up Power System.
06. Asked who services/monitors/repairs the power at the facility. HECO or private contractor?
Answer. Hawaii Electrical Company (HECO) provides the power source services/monitors/repairs up to the meter located at Building#6 Electrics Shop. The electrical services/monitors/repairs from the meter throughout the facility are provided by contract as needed/funded by the Government.
07. What building has the load centers/disconnects or any equipment that feeds the other buildings?
Answer. Electronics Shop building #6 in the backup generator room has the load center/disconnects located on the indicated wall.
