About this file

This file is an addendum to the standard instructions to offerors for commercial products and commercial services, establishing proposal preparation requirements for the fume hood and biosafety cabinet services solicitation. Offerors must submit complete, self-sufficient proposals evaluated across three primary factors: Technical Capability, Past Performance, and Price. The Technical Capability section requires offerors to demonstrate compliance with all salient characteristics and provide a comprehensive capabilities statement with detailed descriptions of proposed methods and technical approaches to meet the Performance Work Statement requirements. Past Performance submissions must include up to three contracts or orders from the past three years of similar size, scope, and complexity, with each reference containing the contract or order number, customer/agency name, period of performance, dollar value, contract type, and complete points of contact information.

The Price factor requires an itemized quote clearly identifying all labor categories, materials, subcontracted work if applicable, travel, and other direct costs necessary to fulfill the requirement. This solicitation (140G0126Q0252) is issued by the U.S. Geological Survey's Eastern Ecological Science Center and seeks services to inspect, test, and supply materials for fume hoods, snorkels, biosafety cabinets, laminar flow hoods, and HEPA systems at the National Fish Health Research Laboratory in Kearneysville, West Virginia, with a one-year period of performance and no option periods. The solicitation is a small business set-aside under NAICS code 541380 (Testing Laboratories and Services) with a $19 million size standard. Quotations must be submitted to Mindie Dixon at mindie_dixon@ios.doi.gov with a question cutoff two days prior to solicitation closing and an anticipated award date of September 4, 2026. Offerors must be registered in the SAM database before award.
